|b In dealing with the failure of development-based approaches, there is an effective, coordinated, and unified approach adopted by the government to allow the allocation of tasks to improve regional development, entrepreneurship and local creativity. In this context, the concept of partnership has emerged among other methods as a more sophisticated and appropriate mechanism for public administration and it has become noticeable in progress. As the partnership between the public and public sectors was not a problem in terms of definition as long as the goal of representatives of public-public partnership is the public interest. Determining the concept of public-private partnership is a difficult task due to the multiplicity of contexts and the diversity of available resources.
