المستخلص: تعتبر مشاكل تمويل المشاريع من أبرز إشكاليات تطور البلدان النامية من حيث التوازن والتهيئة العمرانية وكذا التطور الاقتصادي. كما إن أهمية المشاريع معروفة جليا في أنحاء العالم، لهذا على بلادنا أن لا تقيد نوعيات هذه المشاريع التي تحمل في طياتها خصائص الاستعجال والأولوية. إن التنمية والتطور في الجزائر معتمد أكثر على الاستثمار العمومي. وفي هذا إطار، فان تمويل المشاريع يكون أكثر فأكثر فعالية باستعمال الشراكة قطاع عام خاص. إن الهدف من هذه الورقة البحثية هو تسليط الضوء ولو بطريقة مختصرة على مفهوم الشركة قطاع عام خاص في إطار عام وأما الثانية فستنحصر في تصورات عن مفهوم الشركة قطاع عام خاص في الجزائر.

Les problèmes des infrastructures sont au cœur des problématiques de développement des pays émergents en termes d’équilibre spatial, d’aménagement du territoire et de croissance économique. L’importance des infrastructures étant clairement établie de par le monde, il convient de délimiter les catégories d’infrastructures qui présentent un caractère d’urgence et de priorité en Algérie. La croissance en Algérie étant essentiellement tirée par l’investissement public, pour autant, il est primordial à notre sens de sortir du tout investissement public. Dans ce cadre, le financement des projets dont les infrastructures doit se faire davantage par le recours au partenariat public-privé(PPP).Les objectifs de notre modeste contribution à travers cet article sont de deux ordres : Le premier vise à mettre en lumière, certes d’une manière succincte le concept des PPP dans un cadre général. Le deuxième objectif s’intéresse à quelques pistes de réflexion en matière de PPP en Algérie.

The problems of project financing are considered one of the most prominent problems in the growth of developing countries in terms of balance and urban development, as well as economic development. Also, the importance of projects is well known around the world, so our country should not restrict the types of these projects that carry the characteristics of urgency and priority. The development and growth in Algeria is more dependent on public investment. Within this framework, project financing is more and more effective using the public-private partnership. The aim of this research paper is to shed light, even in a short way, on the concept of a public private sector company within a general framework, and the second will be confined to perceptions of the concept of a public private sector company in Algeria.
