إذا كان تعريف العلاقات الدولية بمجمل العلاقات ما بين الفاعلين الدوليين، فالنظام الدولي هو نمط التفاعل بين الفاعلين الدوليين في كافة المجالات، وتكمن أهمية هذا النظام كونه البيئة التي تتم فيها العلاقات الدولية، باعتبار أن الفاعلين الدوليين هم أصحاب القوة والنفوذ، ومع تغير أصحاب القوة يتغير شكل النظام، ومع انتهاء كل مواجهة بين دول كبرى تظهر تحولات رئيسية في توزيع القوة والقواعد التي تحكم التفاعلات الدولية، ويطيح هذا التوزيع الجديد بمؤسسات النظام الدولي القديم ليحل مكانه مؤسسات جديدة تبلور نظامها. وبناء على ذلك يمكن القول أن السلام العالمي يرتبط بمدى فعالية التنظيم الدولي وتأثيره من خلال مؤسساته المختلفة في مواجهة العدوان، وحل النزاعات بالوسائل والطرق السلمية، فالنظام الدولي سار في مراحل تطوره التاريخي بشكل متدرج من الفوضى إلى التنظيم وذلك من خلال دراسة هذه الظاهرة ووضع أسس جديدة لها، وترسخ ذلك من الانتقال من الدائرة الضيقة في إطار الدولة إلى الدائرة الواسعة في إطار المجتمع الدولي والذي بدوره اسهم بظهور النظام الدولي، فالنظام الدولي يقوم على قاعدة تعدد الدول في إطار مجتمع دولي متكون من عناصر مختلفة ومتناقضة، وهو يهدف إلى ترسيخ نوع متميز من العلاقات بين الدول وهذه العلاقات تهدف إلى التخفيف من النزاعات القائمة، وتطويق مظاهر الصراع، والعمل على إيجاد أسس قوية للتعاون الدولي المتبادل، يقوم على قاعدة المصلحة العامة للمجتمع الدولي وليس على أساس المصلحة المنفردة لإحدى مكوناته، ولعل الطريق لتحقيق ذلك يكمن في العمل الجماعي المستند إلى الوعي والإدراك الذي يهدف إلى تنظيم هذه العلاقات من خلال إحداث مؤسسات دولية حكومية أو غير حكومية، لها شخصية مستقلة ومعترف بها من قبل الدول، وتتعهد على نفسها تطبيق الأحكام والالتزامات الواردة في المواثيق التي توقع عليها. ومن هنا يمكن أن نعتبر الاتفاق بين الدول مقدمة لظهور النظام الدولي، وقوة هذا النظام تكمن في مدى تعاون الأطراف المشاركة فيه ومدى دعمها لأهداف وإنجازات هذا النظام، فالنظام الدولي هو نقيض لمظاهر الفوضى في المجتمع الدولي، ونقيض لظاهرة ضعف المسؤولية لدى الدول، والنظام الدولي هو ظاهرة راسخة، دائمة منظمة، هدفها تطويق مظاهر الصراع والنزاع وإنهاؤها، وخلق أرضية من التعاون والبناء، وإيجاد الطرق والوسائل التي تستطيع من خلالها أن تتعايش مع الدول ذات الأنظمة المختلفة في جو من العلاقات الجيدة.

Hence, we can consider the agreement between states a prelude to the emergence of the international system, and the strength of this system lies in the extent of cooperation of the parties participating in it and the extent of their support for the goals and achievements of this system. A well-established, permanent and organized phenomenon whose goal is to encircle and end the manifestations of conflict and conflict, to create a ground of cooperation and construction, and to find ways and means through which it can coexist with states with different regimes in an atmosphere of good relations.
