المستخلص: يشكل الاقتصاد الخفي المكون الثاني في الاقتصاد الفعلي لأي دولة، فلا يكاد يخلو اقتصاد من وجود صور للأنشطة الاقتصادية الخفية (غير الرسمية)، بل إنه في بعض الحالات ينمو بمعدلات لم تشهدها الاقتصادات الرسمية، فأنشطة الاقتصاد الخفي تتشابك مع أنشطة الاقتصاد الرسمي، من خلال شبكة متسعة من علاقات الإنتاج والتبادل والتوزيع تشكل نسبة كبيرة من الناتج المحلي الإجمالي. تنمو هذا الأنشطة في مصر من خلال اتساع حجم القطاع غير الرسمي ليشمل كافة الأنشطة التي تنشأ وتنمو في غياب بيئة عمل منظمة بشكل رسمي (بداية من الافتقار إلى عقد عمل، وحتى انعدام حقوق العاملين الأساسية كالتأمين الاجتماعي والصحي وعدد ساعات العمل.. الخ). ويعتبر تأثير القطاع غير الرسمي بوصفه صورة الاقتصاد الخفي الأساسية في مصر على سوق التوظيف والعمل من المسائل المعقدة، والتي تطرح العديد من الإشكالات لصعوبة المقاربة بين بعض مزايا القطاع غير الرسمي وأهمها التخفيف من مشكلة البطالة وإيجاد مصدر دخل لكثير من فئات المجتمع، والمساهمة في تأمين بعض المواد والاحتياجات بأسعار تفاضلية مقارنة بالقطاع الرسمي، مما يجعله يقوم بدور المهدئ الاجتماعي. في مقابل تأثيراته السلبية من انخفاض الحصيلة الضريبة وانعكاساته السلبية على دور الدولة الاقتصادي، وتفاقم ظاهرة الحلقة المفرغة من خلال فرض المزيد من الضرائب والرسوم لتعويض نقص الحصيلة الضريبية فيؤدي لمزيد من هروب العمالة نحو القطاع غير الرسمي، بالإضافة إلى أخطار تدني جودة السلع، وانتشار التوظيف الهش وغياب التغطية الاجتماعية وانعكاس ذلك على سوق العمل في مصر. ومع ذلك، فإن القطاع غير الرسمي في مصر يتميز بتنوعه ومرونته مما يفتح مجالا نحو معالجة تنظيمية واقتصادية وقانونية، تمكن من استيعابه وضمه إلى القطاع الرسمي ليحظى بمزاياه الاقتصادية والاجتماعية. وسيتم تناول ذلك الموضوع من خلال مقدمة مبحث تمهيدي بعنوان ماهية الاقتصاد الخفي وما يرتبط به. ومبحث أول بعنوان التأثيرات المختلفة للاقتصاد الخفي. ومبحث ثاني بعنوان الاقتصاد الخفي والقطاع غير الرسمي في مصر. خاتمة، النتائج، توصيات.

The hidden economy is the second component in the actual economy of any country. An economy is hardly devoid of images of hidden (informal) economic activities. Rather, in some cases, it grows at rates not seen in formal economies, so the activities of the hidden economy are intertwined with the activities of the formal economy, through an expanding network of relations of production, exchange and distribution constitutes a large proportion of the GDP. These activities grow in Egypt through the expansion of the informal sector to include all activities that arise and grow in the absence of an officially organized work environment (starting from the lack of a work contract, to the absence of basic workers' rights such as social and health insurance, the number of working hours, etc.). The impact of the informal sector as the basic image of the hidden economy in Egypt on the employment and labor market is a complex issue, which raises many problems due to the difficulty of approximating some of the benefits of the informal sector, the most important of which is alleviating the unemployment problem and finding a source of income for many groups of society, and contributing to securing some materials and needs at differential prices compared to the formal sector, which makes it play the role of social calm. In return for its negative effects from the decrease in the tax proceeds and its negative repercussions on the state's economic role, and the exacerbation of the vicious circle phenomenon by imposing more taxes and fees to compensate for the lack of tax revenue, which leads to more flight of labor towards the informal sector, in addition to the dangers of lower quality of goods and the spread of precarious employment the absence of social coverage and its reflection on the labor market in Egypt. Nevertheless, the informal sector in Egypt is characterized by its diversity and flexibility, which opens the way for a regulatory, economic and legal treatment that enables it to be absorbed and annexed to the formal sector in order to enjoy its economic and social advantages. This topic will be addressed through an introduction - an introductory topic entitled what is the underground economy and what is associated with it. And the first study entitled the different effects of the hidden economy. And a second study entitled the hidden economy and the informal sector in Egypt. Conclusion, results, recommendations.
