المستخلص: "ناقش البحث مسألة من المسائل المهمة المتعلقة بكتابة القرآن الكريم، والتي عمت بها البلوى واشتدت الحاجة لبيانها؛ لتعلقها بالرسم العثماني المجمع عليه، وهي حكم التزام الرسم العثماني عند كتابة القرآن الكريم، ويقابله حكم مخالفة الرسم العثماني والكتابة على قواعد الإملاء، سواء أكانت الكتابة للمصحف كاملا أم لبعض آياته خارج المصحف، ولتحرير هذه المسألة بدأ البحث بتمهيد تناول التمييز بين الرسم العثماني والرسم القياسي، ثم أتبعه بخمسة مباحث في تحرير هذه المسألة، وانتهج البحث المنهج الاستقرائي، والمنهج الاستدلالي، والمنهج التحريري المقارن، وختم البحث بالنتائج المستخلصة، ومن أبرزها: أن أرجح الأقوال وأسعدها بالأدلة المرجحة، وأوفقها لمقاصد الشرع، وأعدلها بين درجة الإفراط والتفريط في حكم التزام الرسم العثماني في كتابة القرآن هو القول بالتفريق بين أمرين: أ. كتابة المصحف كاملا، والحكم الراجح فيها هو استحباب التزام الرسم العثماني، وكراهة مخالفته. ب. كتابة المصاحف الخاصة أو كتابة الآيات خارج المصحف، والحكم الراجح فيها هو جواز كتابة الآيات وفق قواعد الإملاء المقررة وإن خالفت رسم المصحف في بعض الآيات. ثم تبع ذلك ذكر التوصيات وتمثلت في: الاهتمام بتدريس قواعد الرسم العثماني في كليات اللغة العربية، والمراكز المهتمة بتدريس قواعد الرسم القياسي (الرسم الإملائي المعروف)، والحرص على كتابة الآيات في الرسائل والأبحاث العلمية بالرسم العثماني، وتسهيل إدخال خطوط الرسم العثماني ضمن برامج الكتابة الإلكترونية، والتوصية بتحرير مسألة متفرعة من القول بتوقيف الرسم العثماني عند من قال به، وهي: هل هناك أثر للرسم العثماني في اختلاف المعاني؟ ثم ختم البحث بقائمة المصادر والمراجع."

"The research discussed an important issue related to the writing of the Holy Quran. This issue has suffered a great deal of affliction and was in utmost need to be explained because it relates to the Usmani script on which there is consensus (in the Ummah). It is the ruling of adhering to Usmani script when writing the Holy Quran. It is matched by the ruling on violating Usmain script and writing on spelling rules, whether writing the whole Quran or some of its verses outside the Mushaf. In order to write this issue, the research started with a preliminary examination of the distinction between the Usmani script and the standard painting. It was followed by five chapters. The research followed the inductive approach, the evidentiary approach, and the comparative editorial approach. The research concluded with the results, most notably; that the most favorable and likely thing that could be said with the evidence, the most compatible thing with the objectives of Sharia, and the right one between the two extreme levels in the ruling of adherence to Usmani script in writing the Quran is to make a distinction between two things: a.Writing the whole Qur’an. The most likely ruling in such a matter is that it is desired that the Usmani script be followed, and going against that is disliked. b.Writing Qur’an for personal use or Writing some Qur’anic verses outside the book of Qur’an. The accepted ruling in it is that such writing is permissible according to the established rules of spelling even if it violates the Qur’anic c.the script in some verses. d.This is followed by some recommendations. These include: Paying attention to teaching the rules of the Usmani script in the faculties of the Arabic language and the centers for teaching the standard script rules, being keen on writing the verses in scientific studies and research papers as per the Usmani script, and facilitating the introduction of the Usmani script in the E-writing software. It also recommended writing about a matter derived from those who advocate for stopping the Usmani script; is there any effect of the Usmani script in the discrepancy of the meanings?
