|b Community development associations are considered to be important social units, which aim to the rural development. These organizations are expected to play a very important role in solving problems in rural society. The main research problem of this study is to identify the impact of local community development associations in rural women development and determinants of its effectiveness and its ability to achieve their goals. This study aimed basically at identifying the impact of local community development associations in rural women development in Gharbia Governorate and determine the following items as well as the variables affecting them: (1) Local community development associations’ ability to mobilize resources for achieving its activities. (2) Local community development associations’ ability to performance the necessary organizational processes for achieving their activities, (3) Contribution of the local community development associations in rural women development, (4) Organizational effectiveness of the local community development associations in rural women development, (5) Rural women’ attitudes towards community development associations, and thus (6) Benefit extent for rural women from the community development associations. In addition, The study aimed to identify the most critical problems that community development associations face and hinder them from achieving their activities and participants’ suggestions (both rural women and heads of community development associations) for developing the community development associations and improving their performance. For achieving the research objectives, two questionnaires were designed, pretested, modified and formulated in their final shape. The first questionnaire attended the community development associations heads and the second attended the rural women. Data were collected through personal interviews with 58 heads of community development associations and 200 rural women in Gharbiya governorate. The Pearson product moment Correlation Coefficient (r) was used to express the correlative relations between the dependent and independent variables included in this study. Also, multiple correlation and regression (step-wise) analysis was used to show the influence of independent variables on dependent variables. In addition R2, and adjusted R2 were used to determine the variance in the dependent variables that can be explained by the affecting independent variables. Additionally, the methods of the statistical description such as, percentage, arithmetic mean, standard deviation, and range were used. Results showed, that 46.6% of the community development associations were found to have insufficient budgets for achieving their activities, 67.3% of them have a low capability of mobilizing resources, 19 % of them have a low capability of performance the necessary organizational processes for achieving its activities, and 81.1% of them have only limited contribution to rural women development. In general, 25.9% of the community development associations showed a low organizational effectiveness in to rural women development. Additionally, the results of the study referred to a low benefit degree for 49.5% of the rural women from the community development associations’ activities, a low rural women’s satisfaction degree related to the community development associations activities, and a low percentage of rural women, who have positive attitudes towards the community development associations. The step-wise multiple regression analysis reveals that: 1. There were six independent variables that affected the organizational effectiveness of the development associations in the rural women development. These independent variables were the satisfaction degree of the development associations heads regluing their voluntary roles, the number of employees in the development associations, the degree of role clarity of the community development associations head, training level of the community development associations heads, the complexity degree of the community development associations, the extent of development associations building’s suitability for achieving their activities, the degree of work flexibility of the community development associations. These variables had explained together about 77% of the variance in the organizational effectiveness of the community development associations in the rural women development. 2. The most independent variables affecting the rural women’ attitudes towards community development associations were rural women’ attitudes towards voluntary work, geographical completeness of rural women, education level of rural women, rural women’ ownership of animals, rural women’ ambition, and rural women’ participation in developmental projects, and rural women’ participation in the social organizations. These variables had explained 18% of variance in the rural women’ attitudes towards community development associations. 3. The most independent variables affecting the benefit for rural women from community development associations activities, respectively, were, the rural women’ attitudes towards community development associations, rural women’ participation in opinion, rural women’ participation in the social organizations, and rural women’ participation in developmental projects. These variables had explained 29% of the variance of the benefit for rural women from community development associations’ activities. 4. In addition, results indicated, that the most critical problems that cooperatives face and hinder them from achieving their goals and activities and which were mentioned by both rural women and community development associations heads were: insufficiency of the budget and the lack of financing necessary for achieving activities, the community development associations buildings were not suitable and not provided with main facilities and utilities (electricity, drinking water and bathrooms), and lack of employees number in the community development associations. 5. Additionally, the results showed that the most important suggestions to develop and improve the performance of the community development associations and which were mentioned by both rural women and community development associations heads were, Increasing the financial support for the community development associations, developing community development associations buildings and providing main utilities such as electricity, and potable water, and increasing the independence degree of community development associations for the supervisory authorities.
