المستخلص: هدفت الدراسة رصد وتحليل الأنشطة والفعاليات العلمية الإلكترونية لجمعيات واتحادات المكتبات والمعلومات في الوطن العربي، ومعرفة حجمها وتنوعها، ودور كل من الاتحاد وجمعيات المكتبات للتصدي لهذه الجائحة. ولتحقيق هذا الهدف اعتمدت الدراسة على منهج تحليل المحتوى لتحليل محتوى مواقع جمعيات واتحادات المكتبات والمعلومات على الإنترنت لرصد الأنشطة والفعاليات العلمية الإلكترونية، كما اعتمدت الدراسة على المنهج المسحي لوصف وتحليل تلك الأنشطة والفعاليات. وتم الاعتماد على قائمة المراجعة كأداة لجمع بيانات الدراسة. وتوصلت الدراسة إلى نتائج عدة أهمها: بلغ حجم الأنشطة والفعاليات العلمية الإلكترونية لجمعيات واتحادات المكتبات في الوطن العربي 152 فعالية، جاء في مقدمتها الاتحاد العربي بعدد 41 نشاطاً بنسبة 27%، يليها الجمعية الجزائرية 36 فعالية، فالجمعية البحرينية 26 فعالية، ليشكل الاتحاد والجمعيتين القطاع البؤري والمتوسط بعدد 103 نشاطاً وفعالية بنسبة 67.8%. تنوعت الأنشطة والفعاليات العلمية الإلكترونية إلى ثمان أنواع جاءت في مقدمتها مداخلات المؤتمرات والندوات بعدد 66 بنسبة 43.4%، يليها الندوات العلمية بعدد 34 بنسبة 22%، ثم المحاضرات بعدد 31 بنسبة 20.4%. تبين الدور الريادي للاتحاد العربي نتيجة كثرة وتنوع أنشطته، فيما تعد الجمعية الجزائرية نموذجا فريداً ومتميزاً نظراً لكثرة فعالياتها وتنوع موضوعاتها واهتمامها بقطاع الوثائق والأرشيف، بينما يحتسب للجمعية العمانية السبق في موضوعاتها من: إنترنت الأشياء والبيانات الضخمة، وإدارة الوثائق، و"تقنية البلوكتشين في خدمات المعلومات". كما وضعت الدراسة عدة توصيات كان أهمها: إنشاء منصة إلكترونية تتبع الاتحاد العربي لنشر الأنشطة والفعاليات العلمية الإلكترونية والمبادرات وغيرها من الأنشطة لمؤسسات المكتبات والمعلومات في الوطن العربي. عقد شراكات واتفاقيات تعاون بين الجمعيات وبين الكليات والأقسام العلمية المتخصصة في المجال التقني على المستوى الوطني لرفع مستوي المنتسبين إليها في المجال التقني.

The study aimed to monitor and analyze the electronic scientific activities and events of library and information associations and federations in the Arab world with the purpose of identifying their size and diversity, and the role of each of the federations and library associations in addressing this pandemic. To achieve this goal, the study relied on the content analysis method to analyze the content of the websites of library and information associations and unions on the Internet to monitor the electronic scientific activities and events. The study also relied on the survey method to describe and analyze those activities and events. The checklist was used as a tool for collecting study data. The study reached several results, the most important of which are: The volume of electronic scientific activities and events for library associations and federations in the Arab world reached 152 activities. The Arab Union ranked first with 41 activities at a rate of 27%, followed by the Algerian Association with 36 activities, and the Bahraini Association with 26 activities. This reveals that the Union and the two associations constitute the focal sector and the average with the number of 103 activities and with the effectiveness rate of 67.8%. The electronic scientific activities and events varied and came into eight types, at the forefront of which came the researches submitted in conferences and symposia with the total number of 66 that represents 43.4%, followed by scientific seminars with the total number of 34 that represents 22%, and then lectures with the total number of 31 that represents 20.4%. Due to the large number and diversity of its activities, the pioneering role of the Arab Union was revealed, in the meantime the Algerian Association proved to be a unique and distinguished model due to the large number of its activities, and the diversity of its topics, in addition to its interest in the documents and archives sector. It is worthy to be mentioned that the Omani Association ranked first in tackling specific topics such as: "The Internet of Things", "Big Data", "Document Management," and "Blockchain Technology in the Information Services". The study also made several recommendations, the most important of which were: Creating an electronic platform that belongs to the Arab Union to publish electronic scientific activities and events, initiatives and other activities for library and information institutions in the Arab world. Concluding partnerships and cooperation agreements between associations and between colleges and scientific departments specialized in the technical field at the national level to raise the level of their affiliates in the technical field.
