The economic literature distinguishes three generations of environmental regulation instruments; the first generation is coercive in nature and includes all regulatory instruments, the second represents economic instruments, which use the "price" signal as an incentive for regulated agents to take the environmental dimension into account in their economic calculations. The third generation of instruments described as voluntary is the subject of our study. The objective of this article is to identify the original aspects of voluntary approaches and to critically analyze - by confronting the theoretical argumentation in favor of these approaches with the results of empirical studies and the reality in the field - the main characteristics and virtuous qualities attributed to voluntary approaches. La littérature économique distingue trois générations d’instruments de régulation environnementale ; la première génération est d’essence coercitive, elle regroupe tous les instruments réglementaires, la seconde représente les instruments économiques, qui font du signal « prix » une incitation à destination des agents régulés pour qu’ils tiennent en compte la dimension environnementale dans leur calcul économique. La troisième génération d’instruments qualifiés de volontaires est notre objet d’étude. L’objectif de cet article est d’identifier les aspects originaux des approches volontaires et d’analyser de manière critique,- en confrontant l’argumentation théorique en faveur de ces approches avec les résultats des études empiriques et la réalité du terrain -, les principales caractéristiques et les qualités vertueuses prêtées aux approches volontaires. |
