المستخلص: تهدف الدراسة إلى التعرف على واقع عمليات تدويل التعليم في أقسام المكتبات والمعلومات المصرية في ضوء الاتجاهات الحديثة، واقتراح عدد من الإجراءات التطبيقية لتدويل التعليم، بما يحقق تنافسية هذه الأقسام على المستوى الدولي؛ ولهذا اتبعت الدراسة المنهج الميداني، لتجميع بيانات العمليات التي نفذت بين العامين الدراسيين 2015/ 2016 و2019/ 2020م اعتمادا على عدة أدوات هي: المقابلات الشخصية المقننة مع رؤساء الأقسام، وقائمة المراجعة لمختلف جوانب الموضوع، واستبيان إلكتروني موجه لأعضاء هيئة التدريس للتعرف على أنشطة التدويل التي نفذوها، وصفحات الأقسام على الويب ووسائل التواصل الاجتماعي، وسجلات إدارة الوافدين، وسجلات إدارة العلاقات العلمية والثقافية، وسجلات الدراسات العليا، وسجلات أبحاث أعضاء هيئة التدريس، وطبقت الدراسة على عينة طبقية عشوائية من أقسام المكتبات والمعلومات بالجامعات الخاضعة لقانون تنظيم الجامعات المصرية، بلغت سبعة أقسام، هي: الأقسام التابعة لجامعات: القاهرة، الإسكندرية، وطنطا، والمنوفية، وبني سويف، وسوهاج، والوادي الجديد. ولعل أبرز نتائج الدراسة: لم يحظ تدويل التعليم بالاهتمام الكافي في الأقسام، حيث لم تعد له رؤية استراتيجية محددة، وكانت عملياته إقليمية عربية محدودة وفردية ارتجالية، شملت عددا قليلا من: الطلاب الوافدين للدراسة بالمرحلة الجامعية الأولى وللدراسات العليا، وحراك أعضاء هيئة التدريس، وتدويل المناهج الدراسية، وتدويل البحث العلمي، ولم تشمل شراكات أكاديمية دولية؛ مما أدى إلى ضعف القدرة التنافسية لهذه الأقسام، وأوصت الدراسة بألا تتأخر أقسام المكتبات والمعلومات المصرية والعربية عن ركب تدويل التعليم، ليكون لها مكان ريادي وتنافسي، وأن تتبنى وزارة التعليم العالي المصرية رؤية استراتيجية وطنية للتدويل، وتوفر كل الموارد اللازمة للتطبيق وتحفيز المشاركين.

The study aims to: identify the reality of the processes of internationalization of education in the Egyptian departments of libraries and information science in light of recent trends, and to suggest a number of practicable procedures for the internationalization of education, in order to achieve the competitiveness of these departments at the international level. So, the study followed the field method, to collect the required data that were carried out between the 2015/2016 and 2019/2020 academic years, depending on several tools included: standardized interviews with department heads, a checklist, an e-questionnaire directed to faculty members to identify the internationalization activities that they implemented, departments' pages in social media and web, records of expatriate department, records of the department of scientific and cultural relations, records of graduate studies, records of faculty research. The study was applied to a stratified random sample of the departments of libraries and information in universities subject to the Egyptian Universities Organizing Law, consisted of seven departments in universities: Cairo, Alexandria, Tanta, Menoufia, Beni Suef, Sohag, and The New Valley. The most prominent results of the study is that: The internationalization of education did not receive enough attention in the departments, as it did not prepare a specific strategic vision. and its operations were: limited, individual, and improvised in Arab regional. It included a small number of: students mobility at the undergraduate and postgraduate level, faculty mobility, curriculums, scientific research, but there weren’t any international academic partnerships; This case weakened the international competitiveness of the departments. The study recommended that the Egyptian and Arab library and information departments mustn’t delay internationalization of its education, in order to have a pioneering and competitive place, and that the Egyptian Ministry of Higher Education adopts a national strategic vision for internationalization, and provides all the necessary resources for implementation and motivating the participants.
