وتحدث أغلب الأزمات في المجتمعات والأنظمة نتيجة تغيرات مفاجئة تطرأ في بنائها الداخلي والخارجي بعيدا عن التوقع، وكثيرا ما يقال: أن كل أزمة تحتوي بداخلها بذور النجاح وجذور الفشل أيضا، والأزمات ظاهرة ترافق جميع الأمم والشعوب في جميع مراحل النشوء والارتقاء والانحدار، ويشهد العالم اليوم أخطر الأزمات التي ترتبط بحياة أرواح ملايين البشر، وهذا يستدعي توفر إرادة حقيقية وجهودا منظمة لمواجهتها، ولو أمعنا النظر في ثنايا الأحداث التاريخية الكبرى لبلدنا العراق لرأينا أن الأزمات على مر العصور تتوسط المراحل المهمة في حياة الشعب، فبين كل مرحلة ومرحلة جديدة ثمة أزمة تحرك الأذهان، وتشعل الصراع، وتحفز الإبداع، ومن هنا فقد نشأت أفكار حقيقية من أجل دراسة وتحليل الأزمات، ومحاولة الخروج منها بأقل الخسائر، وتأخير الأزمات اللاحقة إن تعذر تعطيلها، والواقع يشير إلى إن الفشل في عملية معالجة الأزمات يزيد من مضاعفات الأزمات، وعلى الرغم من ذلك فإن الكثير من المؤسسات لا تملك اليوم خططا لمعالجة الأزمات، لذلك اختارت الباحثة هذا الموضوع؛ إيمانا منها بوجود علاقة وثيقة بين العلاقات العامة والإعلام من جهة، والمؤسسات الصحية من جهة أخرى، حيث تقوم الأخيرة بمهمات أساسية حيوية تنعكس إيجابيا على صحة وحياة المواطن وعلى ديمومة عمل المؤسسات حاضرا ومستقبلا، وان أي استقراء دقيق لمهام وواجبات تلك المؤسسات يبين لنا أن عملها يتراوح من المهام البسيطة إلى المهام الخطرة كوضع الخطط لمواجهة الوباء، وحماية الأمن الفكري للمجتمع عبر معالجة الأزمات الصحية، لذلك ينبغي اليوم على مؤسسات العلاقات العامة في الدوائر الصحية في العراق أن تنهض بمهامها البسيطة والجليلة، وان تكون مؤسسات ذات توجهات استراتيجية بعيدة المدى، وان تكون لديها رؤى مستقبلية واضحة، وذات تصور واع لعلم حديث، ذلك أن مسئولي العلاقات العامة والإعلام يؤدون دورا أساسيا واستراتيجيا في معالجة الأزمات الصحية، قبل وفي إثناء وبعد وقوع الأزمة، وعن طريق هذا البحث نحاول تسليط الضوء على أهم الأزمات الصحية التي تعصف ب البلاد، متخذين من أهمية الأنشطة الاتصالية للعلاقات العامة في وزارة الصحة في تصديها ومعالجتها الاتصالية في أوقات الأزمات الصحية إذ تعمل الأنشطة الاتصالية الصحية، وبمساعدة وسائل الاتصال الجماهيري على تشكيل آراء واتجاهات الجمهور إزاء الأزمات التي رافقت ظهور جائحة كورونا، فضلا عن سبل معالجتها. ولعل بقاء الأزمة أو حلها يكون مرهونا إلى حد ما بطبيعة المعالجة الاتصالية التي قد تدفع باتجاه تفعيل الأزمة أو العكس أن تعمل على حلها عن طريق تغليب المصلحة الوطنية للبلاد.

Believing in the existence of a close relationship between public relations and the media on the one hand, and health institutions on the other hand, as the latter carries out vital basic tasks that reflect positively on the health and life of the citizen and the permanence of the work of institutions present and in the future, and that any accurate extrapolation of the tasks and duties of these institutions shows us that their work ranges From simple tasks to dangerous tasks such as developing plans to confront the epidemic and protecting the intellectual security of society by addressing health crises. Therefore, today the public relations institutions in the health departments in Iraq should carry out their simple and solemn tasks, and be institutions with long-term strategic orientations, and have them.
