المستخلص: Companies and public corporations (EEP): Which contribution for regional development and territorial competitiveness to Morocco? The Public Establishments and Companies (EEP), decisive actors in the national economy, contribute in a considerable way to the implementation of the public policies, completion of projects structuring under a private and to the creation of the conditions encouraging the private sector investment and allowing the acceleration of the rhythm of economic development and social public partnership, the diversification of the sources of growth and the improvement of the living conditions of the citizens. On this subject, the governmental orientations concerning the EEP aim at the reinforcement of their role in the economic dynamic and social via the acceleration of the execution of their investment plans as well as the improvement of their performances and of quality of service returned to the users, while taking care to consolidate their mode of governance continuously. Many building sites are thus carried out to reinforce the performances of the EEP and to improve the effectiveness of their management, through particularly the reform of the device of governance, control and transparency of the EEP, the contractualisation of their relations with the State and the installation of an active management of the wallet.

Entreprises et établissements publics (EEP): Quelle contribution pour le développement régional et la compétitivité territoriale au Maroc ? Les Etablissements et Entreprises Publics (EEP), acteurs décisifs dans l’économie nationale, concourent de manière considérable à la mise en œuvre des politiques publiques, à la réalisation de projets structurants sous un partenariat public privé et à la création des conditions encourageant l’investissement privé et permettant l’accélération du rythme de développement économique et social, la diversification des sources de croissance et l’amélioration des conditions de vie des citoyens. A ce propos, les orientations gouvernementales concernant les EEP visent le renforcement de leur rôle dans la dynamique économique et sociale via l’accélération de l’exécution de leurs programmes d’investissement ainsi que l’amélioration de leurs performances et de la qualité de service rendu aux usagers, tout en veillant à consolider continuellement leur mode de gouvernance. De nombreux chantiers sont ainsi menés pour renforcer les performances des EEP et améliorer l’efficacité de leur gestion, à travers particulièrement la réforme du dispositif de gouvernance, de contrôle et de transparence des EEP, la contractualisation de leurs relations avec l’Etat et la mise en place d’une gestion active du portefeuille.
