المستخلص: تهدف هذه الدراسة للكشف عن النظم الإدارية المتبعة في المكتبات الجامعية السودانية لإدارة مجموعتها، والنظر في مدى حاجتها لتطوير وترقية الأداء الإداري بها من خلال قياس مدى تطبيقها لمعايير الاتحاد الدولي لجمعيات المكتبات والمعلومات (افلا). استخدمت الدراسة عددا من مناهج البحث العلمي التي تتطلبها الدراسة مثل: المنهج التاريخي والمنهج المسحي والمنهج الوصفي التحليلي والمنهج المقارن. بينما اعتمدت على الاستبانة في جمع البيانات. توصلت الدراسة إلى عدد من نتائج منها: إن واقع المكتبات الجامعية السودانية لم يصل بعد إلى مستوى معايير (الافلا) تواجه المكتبات الجامعية موضع الدراسة مشكلات تحد من تطورها تتمثل أهمها في: لا تلبي موازنات المكتبات الجامعية السودانية السنوية احتياجاتها المتعددة مقارنة بمطلوباتها. تطبق المكتبات الجامعية السودانية معايير (افلا) الخاصة بأهداف المكتبة الجامعية التي تنص على مدى ارتباطها بأهداف المؤسسة الجامعية بمتوسط نسبة بلغت (79.1%) من معايير (الافلا). وضعت الدراسة عدد من التوصيات منها: أن تتولى المنظمات والاتحادات العربية ذات الصلة بإعداد معايير شاملة تنظم شئون المكتبات الجامعية في الوطن العربي؛ التوسع في الدراسات المختلفة التي تعبر عن واقع المكتبات الجامعية في السودان بغرض تطويرها، وتمهيدا لوضع معايير تضمن إمكانية مواكبتها للتطورات الحديثة التي ظهرت في هذا المجال.

This study aims at exploring the administrative systems used in the Sudanese university libraries to manage their group, and to consider the extent to which they need to develop and promote their administrative performance by measuring their application to the standards of the International Federation of Library Associations (IFLA). This study uses a number of scientific research methods required by the study, such as: the historical, the survey, and the analytical descriptive approaches in addition to the comparative one. The study adopts the questionnaire in data collection. The study reaches a number of results, including: The situation of the Sudanese university libraries has not yet reached the standards of (IFLA), the university libraries in question face problems that limit their development, the most important of which are: Annual Sudanese university library budgets do not meet their multiple needs compared to their requirements. The Sudanese university libraries apply (IFLA) standards for the objectives of the university library, which stipulate its relation to the objectives of the university institution with an average of (79.1%) of the standards of (IFLA). The study sets a number of recommendations including: the relevant Arab organizations and unions should prepare comprehensive standards to govern the affairs of university libraries in the Arab world; the expansion of the various studies that reflect the situation of the university libraries in Sudan for the purpose of developing them, and the preparation of standards to ensure the possibility of keeping pace with the recent developments that have emerged in this field.
