المستخلص: تواجه عمليات الإصلاح في الأردن منذ عقود تحديات وصعوبات تحول دون تحقيق واقع سياسي واجتماعي يؤسس لدولة عصرية ديمقراطية مزدهرة، ويحاث تغييرات ديمقراطية في البنية السياسية للدولة، رغم أهمية ذلك في مواجهة تهديدات وتحديات استراتيجية أمام مستقبل البلاد. ويؤكد هذا التقرير على أهمية إجراء الإصلاح الشامل على أرض الواقع واستثمار فرص تحقيقه، وقد وضح ما تناولته الندوة العلمية التي عقدت بتاريخ 14/ 12/ 2021 بهدف دراسة ثلاثة محاور رئيسة، هي وثيقة اللجنة الملكية لتحديث المنظومة السياسية وانعكاساتها على تحقيق الإصلاح السياسي في الأردن، والتحديات والفرص التي تواجه عمليات الإصلاح، ومتطلبات تحقيق الإصلاح ومعاييره. حيث خرجت اللجنة الملكية بوثيقة مهمة أكدت على أهمية خلق واقع سياسي يقوم على التعددية السياسية والتمثيل العادل لمكونات المجتمع الأردني وقواه السياسية والفكرية وعدم إقصاء أي فئة سياسية، وصولا إلى برلمان حزبي برامجي يشكل حكومة برلمانية وبشكل متدرج، ما استدعى الخروج بمشروع قانون أحزاب سياسية جديد انتقل بالأحزاب لتكون جزءا من النظام السياسي الأردني، بالإضافة إلى ارتباط ذلك بجملة من التعديلات الدستورية المطلوبة لضمان ذلك، وأهمها الفصل بين السلطات، وممارسة البرلمان لدوره في تشكيل الحكومات والرقابة والتشريع. وتعد الإرادة السياسية لدى النخبة الحاكمة مفتاح النجاح الأهم لتحقيق عملية الإصلاح السياسي، بعيدا عن أي ضغوطات أو اعتبارات محلية أو إقليمية، وتجاوزا للتنظير المتواصل من قبل الحكومات تجاه الإصلاح دون تطبيقه في الواقع، ما يقوي الوحدة الوطنية والتماسك الاجتماعي في إطار نظام سياسي تعددي حداثي ديمقراطي متطور، يشارك فيه كل أبناء الأردن ويستفيدون منه على قدم المساواة.

For decades, many challenges and difficulties stood in the way of the reform processes in Jordan. These challenges prevented the achievement of a political and social reality to establish a modern, democratic and prosperous state. Moreover, the moderate efforts to political reform avoided significant democratic changes in the state's political structure. This report of the seminar underlines the importance of conducting thorough reform in real life and investing in opportunities to achieve such political reform, the seminar had convened on 14/12/2021. Furthermore, the symposium clarifies the three main vital issues, which are: 1. The document of the Royal Committee for the modernization of the political system and its implications for achieving political reform in Jordan 2. The challenges and opportunities facing the reform processes, 3. The requirements and standards for achieving reform. The Royal Committee issued an important document that emphasized the importance of creating a political reality based on: political pluralism, equitable representation of all components of the Jordanian society, and its political and intellectual forces, without any exclusion. The document affirms reaching a programmatic party parliament that progressively forms a parliamentary government. Furthermore, it called for a new political party’s bill and the amendments needed in the constitution to ensure the fundamental inputs of the political parties in the political system in Jordan. So that the parties would become part of the Jordanian political system and the required constitutional amendments to ensure this, the most important is the separation of powers and the parliament's exercise in forming governments, oversight, and legislation. The political will of the ruling elite is the key to any critical success in achieving the political reform process, apart from any local or regional pressures or considerations. Therefore, the governments are to theorize the honest-implementation plans to guarantee that such reforms would achieve their goals in developing the political life and the political party's role and participation in the decision-making process. Such assurances would strengthen national unity and social cohesion within a pluralistic, modern, democratic, developed political system. All Jordanians can participate and benefit equally from it.
