|a انطلاقا من أنه من الضروري على القاضي ورجال القانون عموما الإلمام بكثير من العلوم المرتبطة بالجريمة والمجرم فإننا نقدم هذه الدراسة المتعلقة بفئة من المجرمين لم تأخذ الاهتمام الكافي في الدراسات الأكاديمية وهي فئة المجرمين الشواذ التي تتميز بخطورتها الإجرامية الكامنة وحاولنا تقديم الحلول المطروحة علميا لمواجهة هذه الخطورة وحماية المجتمع منها. حيث توصلنا إلى ضرورة وضع قوانين خاصة تتعلق بهذه الفئة من المجرمين على غرار الكثير من الدول سيما القانون الفرنسي الذي كان سباقا في مواجهة الخطورة الإجرامية لهؤلاء المجرمين بنصوص قانونية وآليات عقابية تتماشى مع الحالة الصحية لهؤلاء.
|b Based on the fact that, it is necessary for the judge and lawmen in general to be familiar with many sciences related to crime and criminals, we offer this study for a category of criminals that did not take sufficient interest in academic studies, and it is the category of abnormal criminals that are characterized by their inherent criminal gravity and we have tried to provide solutions presented scientifically to confront This risk and protect society from it. Where we came to the need to establish special laws related to this category of criminals, like many countries, especially the French law, which was a pioneer in confronting the criminal danger of these criminals with legal texts and punitive mechanisms in line with the health status of these criminals.
