المستخلص: على أثر التفتح الإعلامي، وتدفقات الأنترنت، وظهور وسائط إلكترونية مختلفة، من بينها الوسائط الإلكترونية ذات الطبيعة الاجتماعية على شاكلة تويتر، انستغرام، الفايسبوك، وانتشر بالمقابل الاستخدام الواسع لها سواء لأغراض ترفيهية أو ترويجية، وحتى تعليمية، وبحسب ما فرضته كورونا اليوم من إقبال متسارع عليها، كون أغلب المستهلكين في هذا العالم الافتراضي يعتبرونها من أهم وسائل الترفيه ومع حادثة مقتل الضحية جمال، وما تم تداوله من فيديوهات وصور للواقعة هزت الرأي العام كبيرا وصغيرا، شغلته لدرجة تدخل ذات وسيلة الترويج للكشف عن المجرمين والمساعدة في تحقيق العدالة ولو بشكل بسيط. وفي ظل هذا التطور الجرمي على مستوى الساحة الجنائية الجزائرية، سارع المشرع الجزائري لفرض حماية أكثر من خلال إصدار الأمر 21/11 بشأن استحداث قطب جزائي وطني متخصص في المتابعة والتحقيق في الجرائم المتصلة بتكنولوجيات الإعلام والاتصال والجرائم المرتبطة بها.

As a result of the media openness, Internet flows, and the émergence of varions electronic media, including electronic media of a social nature such as Twitter, Instagram, Facebook, and in turn, widespread use of them spread, whether for Entertainment or promotional purposes, and even educational, and according to what Corona imposed today from the turnout. It is accelerating, as most consumers in this virtual world consider it one of the most important means of entertainment. With the incident of the murder of the victim Jamal, and the videos and photos of the incident that were circulated, the public opinion, large and small, was shaken, and preoccupied, to the extent that the means of promotion is the same tool that was used to detect criminals, and to help achieve justice, even if in a small way, hence, its positivity cannot be recognized for certain, especially in light of the widespread and unacceptable use of Facebook pages. Therefore, we will focus here on the aspect of the responsibility of using Facebook for purposes contrary to the legal text, especially the criminal law In light of this criminal development at the level of the Algerian criminal arena, the Algerian legislator hastened to impose more protection by issuing Order 21/11. Concerning the Establishment of a National Criminal Pole specialized in the Follow-up and Investigation of Crimes Related to Information and Communication Technologies and Related Crimes.
