المستخلص: "يبدو جليا أن التخبط الذي يعرفه النظام التربوي في بلادنا، وفي بعض البلاد الأخرى، وما يقابله من تعثر في مجالات التنمية، لا يؤكد العلاقة اللزومية بين التربية والتنمية فحسب، بل ويكشف عن الارتجالية في تهيئة الشرط مما لزم عنه بالضرورة فسا المشروط. وما كان لتلك العشوائية في رسم معالم النظام التربوي، ولذلك التعطل في التنمية المنشودة أن يرتفعا إلا بتحديد الهدف المراد بلوغه، وضبط الوسائل المؤدية إلى ذلك الهدف. وبصورة دقيقة سلوك وسيلة علمية ناجعة وفعالة ذات طابع ديناميكي، تهدف إلى تنظيم المورد والإمكانات المتاحة، بشرية ومادية، لتحقيق الغايات في أعلى مستوى من الجودة، وفي أقصر وقت بأقل التكاليف، درءا لذلك التردد والتصويبات التي تستهلك من المال العام أضعاف ما تم إنفاقه بداية الفعل المتروك للصدفة والارتجال، وهذا هو التخطيط عينه. إن في التخطيط استشرافا للمستقبل مع الاستعداد لهذا المستقبل، ومن شأن ذلك أن يقلل من احتمالات الخطأ والتكرار، ويمكن من مواجهة التغيرات واختيار البدائل. وإذا كان لا جدال في كون التربية وكذا التعليم هما اللذان يقومان بإعداد الإطارات لمختلف أوجه التنمية الشاملة لكل مجتمع يريد التقدم، فإن التحولات الاجتماعية والاقتصادية والثقافية واحتياجات المجتمع وسوق العمل، أصبحت تدفع دفعا ضروريا إلى طرح تساؤلات أساسية، مثل أين نريد أن نكون في المستقبل وحال الحاضر تلك، وكيف يمكن الوصول إلى تحقيق ما نريد، مع التأكد أننا نتحرك في الاتجاه الصحيح."

"It seems clear that the confusion experienced by the educational system in our country, and in some other countries, and the corresponding stumbling in the fields of development, not only confirms the necessary relationship between education and development, but also reveals improvisation in creating the condition which necessarily necessitates the corruption of the condition. What was that randomness in drawing the parameters of the educational system, and therefore the disruption in the desired development, would only increase by defining the goal to be achieved, and controlling the means leading to that goal. And in a precise manner, the behavior of an effective and valid scientific method of a dynamic nature, aiming to organize the available resources and capabilities, human and material, to achieve the goals at the highest level of quality, and in the shortest time at the lowest cost, to avoid that reluctance and corrections that are consumed from public money more than what was spent at the beginning of the act Left to chance and improvisation, and this is the planning itself. In planning foresight for the future with preparation for this future, this would reduce the possibility of error and repetition, and would be able to face changes and choose alternatives. If it is indisputable that education are the ones that prepare the frameworks for the various aspects of comprehensive development for every society that wants progress, then social, economic and cultural transformations and the needs of society and the labor market have become a necessary impetus to raise basic questions, such as where do we want to be in the future and a situation of the present, and how we can achieve what we want, making sure that we are moving in the right direction."
