المستخلص: It is clear that archeology and heritage provide actual and true evidence of ancestral wisdom and the qualities they had that enabled them to participate in the making of history. By achieving the primary goal of protecting the antiquities sector and stimulating its development and development as a productive sector with valuable benefits, in addition to the scientific and economic importance of this sector. Part of these goals is achieved by making use of the relics transferred by transporting them abroad for a specific presentation, in addition to enriching the culture of future generations with the importance of their antiquities and increasing their awareness, and it is known that the transferred archaeological funds are an important source of global culture and its role in international participation and cooperation, whether the experience is Positive or negative, because the issue of transferring the country's antiquities abroad carries with it lessons and lessons. Therefore, its objectives must be achieved, and it is not an easy task, because it requires the assimilation of the various capabilities and capabilities that support the cultural diversity of the legacies of both parties. And the countries that implement this system begin to search for a basis for its implementation and path of success without incurring losses. The good administrative authority that deals with this aspect guarantees the success of the experiment through the restrictions and obligations it imposes and even the penal conditions with the other party, because the issue of transferring the state’s antiquities to another country is dangerous and dangerous. An appropriate management strategy must be developed to perform the required tasks and good coordination between the main partners. The success of its role lies through the application of organized procedures, as the results it will achieve in the field of outputs may be unsuccessful.
