المستخلص: There is no doubt that the mobile telephones are very important technical means in our daily life. In fact, they are widely available to many people, regardless of the individuals' social and economic level. The availability of this technology and enjoying its services are basic thing, but the type of the telephones that the subscribers buy, concerning its development, specifications or operating systems has not been taken into consideration. Despite of the great privacy of our mobile telephone numbers, including the important personal data that contain, many people do not know that this data may be transferred to another unknown subscriber when the company confiscates the number and resells it in certain cases, when the telephone balance is not be recharged during a certain period or when the chip is not used for a specific time, along with other cases that the company may require the subscriber to accomplish when buying a new SIM Card. It is noteworthy that telecommunications companies deal with all numbers according to this mechanism, including the distinctive numbers that some subscribers acquire paying additional fees because they think that they will be their sole owners, regardless of the period of not using them. This causes many crimes of electronic extortion, in addition to the privacy's violation of the subscriber's personal dada; as well as many cases of confusion, accusation and breaching the confidentiality of some data related to governmental facilities plus the security, social and ethical problems that become a threat to the public order and this is the problem that this research deals with. The importance of our research lies in highlighting the role of the Iraqi Communications and Media Commission in restricting the risks of this problem, as it is the administrative body responsible for everything related to the licenses of the telecommunications companies and for being the official authority that can make the actions to face the risks of this problem after noting that it has recently expanded.
