المستخلص: يعتمد النشاط الأكاديمي على الوصول الحر والمفتوح إلى مجموعات ثرية من الوثائق وإلى معلومات وفيرة ومتنوعة وخاصة موثوق بها. إلا أنه لا يمكن الوصول الحر والمفتوح إلى المعلومات إلا في إطار تكون فيه الحرية الفكرية مضمونة. ونعني بالحرية الفكرية هنا انعدام كل أشكال الرقابة. ولهذا السبب فإن المكتبيين الذين تتمثل مهمتهم في اختيار التراث المعلوماتي الإنساني الثري وتنظيمه وإتاحته لكل المواطنين، يدافعون عن الحرية الفكرية كقيمة أساسية لمهنتهم. وفي المكتبات الجامعية، فإن هذه القيمة المهنية الأساسية تتقاطع مع الحرية الفكرية التي يدافع عنها عادة كل أعضاء المجتمع الجامعي. غير أن الكتب بإفريقيا كثيرا ما تتعرض للمنع لأسباب سياسية أو اجتماعية أو دينية من قبل الدولة أو من قبل جماعات اجتماعية أو دينية وقد يكون من ضمنها جامعيون. وهذا ما يجعل من المكتبات الجامعية أماكن مفضلة تمارس فيها الحرية الفكرية عامة والحرية الأكاديمية بصفة خاصة. ومن أجل تطوير دعم الحرية الفكرية والدفاع عنها وبالتالي الدفاع عن الحرية الأكاديمية، على المكتبيين الجامعيين أن يدرجوا في مخططاتهم توعية مختلف أعضاء المجتمع الجامعي بذلك.

Academic activity rests on a free and open access to a rich collections of materials and on abundant, diversified and especially reliable information. Yet, afreean d open access to the information is possible only in a context where the intellectual freedom is guaranteed. By intellectual freedom, we mean here the absence of any form of censorship. This is why librarians, who have for mission to select, organize and provide access to all the citizens to the rich information heritage of the humanity support intellectual freedom, as a core value of their profession. In academic libraries, this professional core value match up with that of intellectual freedom supported normally by all the members of the academic community. However, the censorship of books for political, social or religious reasons, exerted by States, social or religious groups, which could sometimes even be members of the university community is rather present in Africa. It makes academics libraries privileged places where intellectual freedom in general and the academic freedom in particular matter. To develop the support and the defense of intellectual freedom and thus defend and support academic freedom, academic libraries have to put on their agenda the raising awareness of the various members of the academic community.

L’activité académique repose sur un accès libre et ouvert à des collections riches de documents et à une information abondante, diversifiée et surtout fiable. Or, un accès libre et ouvert à l’information n’est possible que dans un contexte où la liberté intellectuelle est garantie. Par liberté intellectuelle, nous entendons ici l’absence de toute forme de censure. C’est pour cette raison que les bibliothécaires, qui ont pour mission de sélectionner, d’organiser et de mettre à la disposition de tous les citoyens le riche patrimoine informationnel de l’humanité défendent, comme valeur fondamentale de leur profession, la liberté intellectuelle. Dans les bibliothèques universitaires, cette valeur professionnelle de base recoupe celle de la liberté intellectuelle défendue normalement par tous les membres de la communauté universitaire. Cependant, la censure d’ouvrages pour des raisons politiques, sociales ou religieuses, exercée par l’Etat ou par des groupes sociaux ou religieux, pouvant parfois même être des membres de la communauté universitaire est assez présente en Afrique. Cela fait des bibliothèques universitaires des lieux privilégiés où se jouent la liberté intellectuelle en général et la liberté académique en particulier. Afin de développer l’adhésion et la défense de la liberté intellectuelle et partant de la liberté académique, les bibliothèques universitaires doivent donc inscrire à leur agenda la sensibilisation des différents membres de la communauté universitaire.
