المستخلص: لقد برز دور المملكة العربية السعودية في الاستثمار المعرفي وهي الوحيدة عربيا ضمن خريطة البحث العلمي العالمية بعد تحقيقها المعايير اللازمة المرتكزة على نسبة الأنفاق على البحث العلمي من الناتج القومي. كما يتركز الهدف الرئيس لهذه الدراسة في التعرف على التأثير المتكامل والمتبادل بين اقتصاد المعرفة وتطوير البحث العلمي وصولا إلى مجتمع المعرفة وذلك من خلال التعرف على: استخدام تقنيات المعلومات في قطاع التعليم وقطاع البحوث والتطوير، ومدى تكاملها مع اتجاهات جيل المعرفة من الباحثين السعوديين للمنافسة في الوصول إلى مجتمع اقتصاد المعرفة الذي يؤدي إلى إحداث ثورة معرفية في الجامعات السعودية، وأن هذه الثورة العلمية البحثية ستودي بالتالي إلى الوصول إلى الاقتصاد الرقمي وتحقيق التنمية المستدامة. وقد توصلت الدراسة لمجموعة من النتائج من أهمها: -تشجيع السياسات المعلوماتية على وضع البرامج المعلوماتية اللازمة في قطاعات التعليم والبحوث والتطوير بما يكفل الاستخدام الأمثل للمعلومات والمعرفة من أجل زيادة القدرات الابتكارية والإبداعية. -أن الإنفاق السنوي على البحوث والتطوير يشهد نموا ملحوظا بالمملكة وذلك لتأثير وقيمة البحث العلمي على مساندة عمليات التنمية وخططها فهو الركيزة الأولى للتنمية المستدامة التي يسعى المجتمع السعودي إلى تحقيقها للوصول لمجتمع المعرفة.

The role of Saudi Arabia in knowledge investment which is the only Arab in the global scientific research map has emerged after achieving the necessary standards based on the ratio of expenditure on scientific research to national product.. The main objective of this study is also to identify the integrated and reciprocal impact of the knowledge economy and to develop scientific research down to the knowledge society by identifying :Use of information technologies in the education sector and the research and development sector, and their integration with the knowledge generation trends of Saudi researchers to compete in access to a knowledge economy society that leads to a knowledge revolution in Saudi universities, and that this scientific research revolution will therefore lead to access the digital economy and achieve sustainable development. The study found a series of results, the most important of which are: -Encourage information policies to develop the necessary information programmes in the education, research and development sectors so as to optimize the use of knowledge and know-how in order to increase innovative and creative capacities. -Annual spending on research and development is witnessing significant growth in the kingdom, because of the impact and value of scientific research on supporting the operations and plans for development is the first pillar of sustainable development that Saudi society seeks to achieve in order to reach the knowledge society.

La place majeure de l'Arabie Saoudite concernant son investissement dans le secteur du savoir est fait indéniable et ceci, conformément aux critères de la Carte mondiale de la recherche scientifique. En effet, l'Arabie Saoudite est le pays arabe à le plus dépenser dans la recherche scientifique compte-tenu de son produit national. L'objectif principal de cette étude est de définir les forces endogènes et exogènes venant à s'intercaler entre économie du savoir et évolution de la recherche scientifique. Perspective double aboutissant à la Société du savoir qui prend en compte les aspects suivants: Utilisation des technologies de l'information dans les domaines de l'éducation de la recherche et du développement et son degré d'adéquation avec les choix des chercheurs saoudiens qui conduit à une révolution de l'information dans les universités saoudiennes. Ce nouvel élan scientifique de la recherche amènera sans aucun doute à la genèse d'une économie numérique qui réalisera un développement durable. Notre revue a abouti à un ensemble de solutions parmi lesquelles nous pouvons citer: Stimuler les orientations touchant de près à l'information en planifiant des projets informationnels adéquats dans les secteurs de l'éducation de la recherche et du développement. Ce qui garantira l'usage le plus efficace de l'information et du Savoir dans le but de promouvoir les compétences innovantes et créatrices. Les dépenses annuelles concernant la recherche et le développement attestent d'une évolution notoire en Arabie Saoudite. L'influence et la valeur de la recherche se concrétisent à travers les différents projets ainsi que les programmes de planification. Lesquels représentent l'axe central du développement durable que vise l'Arabie Saoudite à réaliser dans le but d'aboutir à la société du savoir.
