المستخلص: شريحة جديدة من المجتمع باتت تتجه وتنجذب نحو المكتبات العامة، وهم الأشخاص المشردون إذ أصبحوا ضمن قائمة المستفيدين من هذه المكتبات، بيد أن هذه الشريحة لم تكن إلى وقت قريب مألوفة في هذه المكتبات لا من الناحية التنظيرية ولا العملية؛ وتسعى هذه الدراسة إلى بناء مدخل مفاهيمي يسلط الضوء على جوانب مهمة تتعلق باستخدام المشردين للمكتبات العامة، كالتعريف بحقهم في استخدام هذه المكتبات، وتوضيح دوافع وفوائد استخدامهم لها، بجانب رصد بعض التجارب العالمية في مجال خدمات المشردين بالمكتبات العامة، ثم التعريف بالتحديات التي تواجه استخدام المشردين لهذه المكتبات. تعتمد الدراسة على المنهجين الوثائقي والوصفي التحليل يعبر مراجعة الأدبيات السابقة، وبينت الدراسة أن خدمة الأشخاص المشردين في المكتبات العامة تأتي في سياق الانفتاح الكبير للمكتبات العامة وإسهاماتها في تقديم الحلول لمشكلات مجتمعاتها، وهذا الاتجاه يعد ناشئا وينمو باستمرار في الدول المتقدمة، كما تتوفر مجموعة من القوانين والجهود الدولية الداعمة لحق المشردين في استخدام المكتبات العامة. توصى الدراسة بسن وتفعيل التشريعات والقوانين التي تؤكد حق المشردين في استخدام المكتبات العامة بالبلدان العربية، ثم العمل على إعداد وتهيئة هذه المكتبات لتقديم الخدمة لهذه الفئة المهمشة من المجتمع.

A new social category has become attracted to public libraries nowadays, which is the category of homeless people, as it has become in the list of users of these libraries. Until very recently, this group has never been observed in public libraries, neither theoretically nor practically. Thereupon, the present study seeks to develop a conceptual framework which sheds light on important aspects pertaining to the homeless people’s usage of public libraries such as defining their rights in using these libraries and explaining the motives and benefits of their usage of public libraries. Moreover, the study provides some international experiences in the domain of services directed to the homeless in public libraries, and pointing out the challenges which face them in using public libraries. The study adopts two methods: the documentary method and the analytic descriptive method by reviewing the previous literature relevant to the study. The present study maintained that the service provided for the homeless in public libraries comes within the context of the contemporary openness of public libraries and their contributions in providing solutions to the problems of their respective communities. This is an emergent and continuously growing trend in developed countries. There are also sets of laws and international efforts which support the rights of the homeless in using public libraries. Therefore, the study recommends making laws and enacting legislations which guarantees the rights of the homeless to use public libraries in the Arab countries, and it also recommends preparing these libraries to present service to this marginalized category of the society.
