المستخلص: هدفت الدراسة إلى الكشف عن الإطار المفاهيمي لكل من خصخصة الجامعات، ورؤية المملكة العربية السعودية 2030، وتقديم تصور مقترح لخصخصة التعليم الجامعي في ضوء رؤية 2030، واستخدمت المنهج الوصفي التحليلي المعتمد على أسلوب تحليل واستقراء الأدبيات السابقة ذات العلاقة بخصخصة الجامعات وما ورد في رؤية المملكة 2030، وخلصت إلى نتائج منها: تختلف الرؤية للخصخصة باختلاف الآثار المترتبة عليها سواء أكان ذلك تأييدا أم نفيا، وتكتسب خصخصة الجامعات أهميتها من المساهمة في دفع حركة النمو الاقتصادي، وتلبية احتياجات سوق العمل، ورفع جودة الخدمات المقدمة، وتتحدد سلبياتها في اهتمام بعضها بالأرباح على حساب العملية التربوية، ومخالفتها لسياسة الدولة التعليمية، وضعف الموائمة بين ما تقدمه الجامعات الخاصة وبين سوق العمل، وتتحدد إيجابياتها في تلبية الاحتياج المتزايد من الموطنين على الجامعات، وتوفير فرص للتدريب المهني متعدد التخصصات، وضمانها للعدالة الاجتماعية، وتصميم إطار تنظيمي تواءم ومتطلباتها، وفرض رقابة على المؤسسات القائمة بالخصخصة لضمان تقديم خدمة متميزة، وضرورة التقويم المستقبلي للخصخصة بهدف تجسير الهوة بين واقعها والمأمول منها، وركز التصور المقترح لخصخصة التعليم الجامعي في ضوء رؤية المملكة 2030 على تلبية الطلب الاجتماعي للتعليم العالي مع التركيز على نوعية المخرجات، وتوافر الدعم السياسي لخصخصتها بعيدا عن التدخلات في شئونها الداخلية، والتعاون مع الجامعات الأجنبية كمزود خبير للخدمة وكمستثمر خارجي، وربط إدارتها بشريك محترف لجلب مستثمرين جادين، وتوافر النزاهة والشفافية عند تطبيقها.

This research aims to exploring: the conceptual framework for the privatization of universities, the conceptual framework for the vision of the Kingdom of Saudi Arabia 2030, and providing a proposed perception for the privatization of university education in the light of the vision of the Kingdom of Saudi Arabia 2030. The researcher employed the descriptive method using one of the qualitative research tools, which is the analysis and induction of previous literature related to privatization and what was mentioned in Saudi Vision 2030. The research concluded that the vision of privatization varies depending on its effects, whether in support or denial. The privatization of universities gains its important from contributing to economic growth and meeting the needs of the labor market, and improving the quality of services provided. The disadvantages of the privatization of universities are determined in the interest of some universities of the profits at the expense of the educational process, and contrary to the state educational policy, the lack of alignment between the private universities presents and the labor market. The advantages of privatizing universities are determined in meeting the growing need of citizens for universities, providing opportunities for vocational training and interdisciplinary courses, cooperating with foreign universities while ensuring privatization of social justice for all, designing a regulatory framework that is compatible with the requirements of privatization, imposing supervision on the privatization institutions to ensure the provision of a distinguished service at all levels, and the necessity of future evaluation of privatization to bridge the gap between reality and expectation. The proposed perception for the privatization of university education in the light of the Kingdom's Vision 2030 focused on a number of procedures, including: meeting the social demand for higher education with a focus on the quality of outputs, the availability of political support for the privatization of universities away from interference in their internal affairs, cooperating with foreign universities as an expert service provider and as an external investor, linking the privatization administration with a professional partner in the same field to attract serious investors, and the availability of conditions and standards of integrity, transparency and governance when implementing the privatization of universities.
