|a انطلاقا من الدور الهام للأقسام العلمية بالجامعات تأتي هذه الدراسة بهدف اقتراح تصورا لتطوير أدارتها وفق مدخل الجودة الشاملة الذي يمثل اتجاها فعال في عمليات الإصلاح والتطوير المؤسسي حيث تتكون الدراسة- بعد تقديم الإطار المحدد لها (المقدمة. الأبحاث السابقة ومشكلة الدراسة. أهداف الدراسة وأهميتها. مصطلحات الدراسة ومنهجها وحدودها) - من ثلاثة مباحث: يتضمن المبحث الأول أهمية الأقسام العلمية بالجامعات ووظائفها، ويتناول المبحث الثاني مدخل الجودة الشاملة من حيث أهمية تطبيقه بالمؤسسات الجامعية ومتطلبات هذا التطبيق وأهم ركائزه، أما المبحث الثالث يقدم التصور المقترح لتطوير إدارة الأقسام العلمية في الجامعات الليبية وفق مدخل الجودة الشاملة.
|b It is an imagine proposal to develop the management of the Scientific Departments in the Libyan Universities and the entrance to the total quality. Dr. Fathy Issa Faraj. This study aims to propose a vision for the development of management of scientific sections and the entrance to total quality, which represents an effective trend in the processes of reform and institutional development, where the study is composed after submitting the selected framework for it. ((Introduction - previous research - the problem of the study - the objectives of the study - its importance - the terms of the study and its methodology and limits) of three topics, the first section includes the importance and their functions. The second topic deals with the importance of its application in university institutions and its main pillars, the third topic presents the proposed scenario for the development of the scientific sections in the Libyan universities. (TQM) to include the principles of the proposed vision and its objectives, the conceptual components that contain the implementation steps and evaluation indicators, and the demand to implement the proposed vision and obstacles to this application and ways to overcome them Finely, this study provides appropriate recommendations to improve the performance of the scientific departments in the Libyan universities.
