المستخلص: حظي موضوع التدخل في الصراعات الداخلية باهتمام كبير في إطار العلاقات الدولية بوجه عام؛ سواء في القانون الدولي، أو التنظيم الدولي، أو أدبيات العلاقات الدولية. وقد كان أكثر أبعاد هذا الموضوع إثارة للجدل هو البعد المتعلق بمدى مشروعية التدخل في الصراعات الداخلية، ومدى توافق الرؤى حوله؛ ولأن التدخل يشمل أكثر من طرف يؤثرون ويتأثرون بشكل مباشر وغير مباشر بنتائج هذا التدخل فاختلفت الآراء والتوجهات وقد سردنا أهمها في هذه الدراسة دون اختصاص حالة معينة بالدراسة. ويتطلب فهم وتحليل عمليات التدخل الإقليمي في الصراعات الداخلية بعد الحرب الباردة؛ تحديد مفهومي التدخل والصراع الداخلي وبوجه عام، هناك صعوبة واضحة في تحديد مفهوم التدخل، خاصة في ظل تطور وسائل الاتصال الدولي؛ وزيادة مستويات الاعتماد المتبادل بين أطراف النظام الدولي، وتطوير وسائل الضغط والتأثير الذي يمكن لهذه الأطراف ممارسته على الأطراف الأخرى، حتى أنه بات من الصعب تقرير ماهية التدخل؛ وتمييزه عن غيره من الممارسات المعتادة التي تسعى تلك الأطراف من خلالها إلى تحقيق مصالحها.

The issue of intervention in internal conflicts has received great attention within the framework of international relations in general, whether in, or literature on international relations. The most controversial aspect of this topic was the dimension related to the extent of the legitimacy of the intervention in internal conflicts, and the extent of consensus around it, and because the intervention includes more than one party who directly and indirectly influence and are affected by the results of this intervention, opinions and trends differed, and we listed the most important of them in this study without case specialization Assigned to study. Understanding and analyzing regional intervention processes in internal conflicts after the Cold War requires defining the concepts of intervention and internal conflict. In general, there is a clear difficulty in defining the concept of intervention, especially in light of the development of international means of communication, increasing levels of interdependence among the parties to the international system, and the development of means of pressure and influence. Which can be practiced by these parties on the other parties, so that it became difficult to determine the nature of the intervention, and distinguish it from other usual practices through which these parties seek to achieve their interests
