دأبت العديد من الدراسات على الترويج بأن الدور الأوروبي يعد مكملا أو مفسرا للسياسات الخارجية الأمريكية عموما وفي قضايا الأمن والدفاع على نحو خاص، إلا أن هذه الورقة تقدم طرحا مغايرا من خلال رؤية شاملة للدور البريطاني تجاه أمن منطقة الخليج العربي، وذلك بإلقاء إطلاله تاريخية عميقة فيما بعد عام 1971م والتي تضمنت حقائق وإن تباينت فإنها تلتقي عند نقطة جوهرية مفادها محورية الدور البريطاني تجاه أمن الخليج العربي وصولا إلى مرحلة ما بعد (البريكست)، التي شهدت إعادة تعريف المصالح والأولويات البريطانية في منطقة الخليج العربي على الصعد الاقتصادية والأمنية والدفاعية؛ بما يؤكد حقيقة مؤداها أن بريطانيا كانت وما تزال شريكا استراتيجيا لدول مجلس التعاون لدول الخليج العربي. وقد خلصت الدراسة إلى ثلاث نتائج، هي: الأولى: مع أهمية ومحورية البعدين الأمني والدفاعي في الشراكة الاستراتيجية بين بريطانيا ودول الخليج العربي فإن بريطانيا وخاصة في مرحلة ما بعد (البريكست) تضع تنشيط الاقتصاد وجذب الاستثمارات ضمن أولوياتها، وهو ما يمثل فرصة سانحة لدول الخليج العربي لجعل البعد الاقتصادي قاطرة النواحي الأخرى والتي تتكامل جميعها للتأسيس لشراكة متكاملة طويلة الأمد. الثانية: في ظل التحولات الإقليمية والعالمية الراهنة فإن تطوير العلاقات الخليجية- البريطانية يعد أمرا مهما ليس لتحقيق توازن القوى الإقليمي فحسب وهو الهدف المحوري من أية شراكة بل لتنويع خيار الشراكة الدولية، ولبريطانيا ما يعززها تاريخا وحاضرا ومستقبلا لتكون شريكا محوريا لدول الخليج العربي. الثالثة: ضمن أية ترتيبات أمنية مستقبلية لمنطقة الخليج العربي يعد الدور البريطاني محوريا سواء على صعيد تحقيق الردع وخاصة في ظل تنامي تهديدات أمن الخليج العربي عموما وفي الأمن البحري على نحو خاص، فضلا عن قدراتها للعمل ضمن أية ترتيبات للأمن الجماعي.
Many studies have taken the position that understanding European foreign policy explains American foreign policy, particularly their defence and security choices. This paper adopts a different approach by taking a holistic view of Britain’s role in the Arab Gulf regional security since 1971. This demonstrates that the British role in ensuring regional security remains central post-Brexit, despite the changing British economic, security and defence interests in the region and confirms the modern-day relevance of Britain’s historical role as a strategic partner to the countries of the Gulf Cooperation Council. The paper’s three main conclusions are summarised below: First: The strategic relationship between Britain and the Arab Gulf States has, to date, focused primarily on defence and security considerations. Given Britain’s emphasis on economic concerns and attracting investment post- Brexit, the Gulf States have an opportunity to turn the economic dimension of their partnership into its driver. This will serve to cement the long-term nature of their relationship. Second: In the light of current regional and global changes, developing the British-Gulf relationship is imperative both to achieving the appropriate regional power balance, the essential aim of any partnerships, and to diversifying their international partnerships. Moreover, Britain possesses the historical, current, and future interests to be a central partner to the Gulf States. Third: Britain’s ability to operate within global security arrangements ensures that it will continue to play a pivotal role in regional security arrangements and deterrence in the Arabian Gulf, in terms of both general deterrence – given growing threats to regional security – and maritime security in particular. Moreover, Britain has the ability to work within any collective security arrangement.
