|a يهدف هذا البحث من جهة أولى إلى لفت الانتباه لأهمية اللجوء البيئي الذي بدأ يتسع بشكل مهول في السنوات الأخيرة نتيجة للتغيرات والكوارث الطبيعية، ومن جهة ثانية يسعى إلى الإجابة عن التهديدات الأمنية على المستوى الدولي والتي تمس بقاء الانسان والحفاظ على وجوده، إذ انتقلت الظاهرة من ظاهرة طبيعية اجتماعية إلى ظاهرة أمنية متعددة الأبعاد. ومن جهة ثالثة، يهدف إلى جعل المنظومة القانونية الدولية توسع من حماية اللاجئين لتشمل أيضا لاجئ البيئية، بفعل تزايد الظاهرة ومعاناة الدول المضيفة والمنكوبة منها بشكل متزايد ومستمر بفعل التغيرات المناخية، والتي تؤثر بشكل مباشر على وسائل عيش الانسان.
|b This research attempts from the one hand to draw attention to the importance of environmental refuge that has begun to expand dramatically in the recent years as a result of the climate change as well as the natural disasters. On the other hand, it aims answering the Security threats on the international level that affect human survival and the preservation of its existence. Thus, the phenomenon has shifted from socio-natural phenomenon to a multidimensional security phenomenon. On the third hand, this research seeks to make the international legal system expands the protection of refugees to include the environmental refugee as well, as the phenomenon increases and the suffering of the host states is progressively and continuously afflicted due to the climate change that affects directly the human livelihoods.
