استهدفت الرسالة دراسة إطار مقترح لتفعيل دور التشريعات والقوانين والوعي المجتمعي في مجال الحماية القانونية للبيئة المائية التعرف على أساليب الحماية القانونية للبيئة المائية في مصر وعلى أنواع التلوث المائي المختلفة ومصادرها، الآثار المترتبة على البيئة الناجمة عن التلوث المائي في مصر، تفعيل دور التشريعات والقوانين في مجال الحماية القانونية للبيئة المائية ورفع الوعي المجتمعي والأفراد تجاه التلوث المائي من أجل الحد منه. يمثل مجتمع الدراسة: البيئة المائية المصرية (البحار-الأنهار-البحيرات-نهر النيل). تعتمد الدراسة على استخدام المنهج التحليلي والذي يظهر من خلال تحليل النصوص القانونية المنظمة للآليات المتخذة من قبل المشرع المصري في مجال الحماية القانونية والإدارية للبيئة، فضلا عن الاستعانة بالمنهج الوصفي والذي يتجلى بصورة واضحة من خلال الإطار الهيكلي لحماية البيئة، إضافة إلى الاعتماد على المنهج التاريخي. وتم اختيار عينة قوامها (415) من المتخصصين في مجال التشريعات والخبراء المعينين بمشكلة الدراسة وتشير نتائج الدراسة إلى: تبين توجد علاقة ذات دلالة إحصائية موجبة بين تعدد أساليب الحماية القانونية وتقليل تلوث البيئة المائية في مصر. كما توجد علاقة ذات دلالة إحصائية موجبة باختلاف مصادر التلوث وأنواع التلوث المائي المختلفة باختلاف البيئة المائية. وكذلك توجد علاقة ذات دلالة إحصائية بين الآثار المترتبة على البيئة الناجمة عن التلوث المائي باختلاف البيئة المائية في مصر، توجد علاقة ذات دلالة إحصائية بين الأمراض والآثار المترتبة عن التلوث المائي وفقا لمصادر التلوث المختلفة على الإنسان والبحار والبيئة والأنهار. توجد علاقة ذات دلالة إحصائية بين آثار التلوث المائي على الأفراد باختلاف البيئة المائية في مصر. توجد علاقة ذات دلالة إحصائية بين أثر التشريعات والقوانين وتفعيل حماية البيئة المائية في مصر. وتوصي الدراسة بالعديد من التوصيات في جميع المجالات بهدف التغلب على قصور في الوعي البيئي للمواطنين، حيث أصبح الترشيد والتوعية البيئية هاما في هذا المجال، وتفعيل وتطوير التشريعات في مجال البيئة القانونية.
The thesis aimed to study a proposed framework to activate the role of legislation, laws and community awareness in the field of legal protection of the water environment. Identify the methods of legal protection for the water environment in Egypt and the different types of water pollution and their sources, the implications for the environment resulting from water pollution in Egypt, activate the role of legislation and laws in the field of Legal protection of the water environment and raising community and individuals' awareness of water pollution in order to reduce it. The study population represents: the Egyptian water environment (seas - rivers - lakes - the Nile River). The study relies on the use of the analytical method, which appears through the analysis of legal texts regulating the mechanisms taken by the Egyptian legislature in the field of legal and administrative protection of the environment, as well as the use of the descriptive approach, which is dearly demonstrated through the structural framework for environmental protection, in addition to that we find the historical approach. A sample consisting of (415) specialists in the field of legislation and experts assigned to the problem of the study was selected. The results of the study indicate: There is a positive statistically significant relationship between the multiplicity of legal protection methods and the reduction of water pollution in Egypt. There is also a positive statistically significant relationship with the different sources of pollution and the different types of water pollution in the different water environment. There is also a statistically significant relationship between the effects of the environment resulting from water pollution with the different water environment in Egypt. There is a statistically significant relationship between the diseases and the effects of water pollution according to the different pollution sources on humans, seas, the environment and rivers. There is a statistically significant relationship between the effects of water pollution on individuals according to the different water environment in Egypt. There is a statistically significant relationship between the impact of legislation and laws and the activation of water environment protection in Egypt. The study recommends several recommendations in all fields with the aim of overcoming the deficiency in the environmental awareness of citizens.
