ارتباك الإدارة الأمريكية بصدد السلوك السياسي الدبلوماسي حول قرار الموافقة أو الممانعة حول قبول الطلب الفلسطيني لنيل عضوية الأمم المتحدة والمقدم في ٢٣ أيلول عام ٢٠١١ من قبل الرئيس الفلسطيني محمود عباس، كان واضحا لدى المراقبين الدوليين إذا ما تم مقارنته بموقف الإدارة الأمريكية في عهد الحزب الجمهوري خلال حقبة رئاسة جورج بوش الابن وكذلك في عهد الحزب الديمقراطي خلال رئاسة باراك أوباما، حيث أكدت الإدارتين على حل الدولتين الفلسطينية والإسرائيلية وهذا يعني ضمنا الموافقة الأمريكية على قبول دولة فلسطين المقترحة في الأمم المتحدة وفي جميع منظماتها، بيد أن الرفض الأمريكي جاء منافيا لهذه التوجهات الأمر الذي صدع من مصداقية واشنطن ووصفها في موقف يشير إلى الارتباك وإلى الخضوع لتنامي الدور المؤثر للوبي الصهيوني على وجه القرار الدبلوماسي وخاصة تلك القرارات المتعلقة بالصراع العربي الفلسطيني-الإسرائيلي. وللفهم السديد لهذه التداعيات لابد من دراسة طبيعة التأثير الصهيوني كجماعة ضغط واسعة التغلغل في المؤسسات الرسمية الأمريكية لجعل نتائج النشاطات السياسية والدبلوماسية للإدارات المتعاقبة الأمريكية تصب في مصلحة الصهيونية كقوة كونية ومصلحة إسرائيل كدولة إقليمية في الشرق الأوسط قبل المصالح الحيوية للولايات المتحدة الأمريكية ومن هنا لابد من التطرق إلى عناصر القوة التي اكتسبتها المؤسسات الصهيونية داخل جسم النظام السياسي للولايات المتحدة الأمريكية مقابل تصدع عناصر القوة في هذا الجسم لمواجهة هذا التنامي في النفوذ حتى أضحت الإدارة الأمريكية عاجزة عن إيقاف التطرف الإسرائيلي وعدم احترامه لجمع القرارات الدولية ذات الصلة بالصراع الفلسطيني-الإسرائيلي.
