تتناول هذه الدراسة أثر حصول فلسطين على عضوية الأمم المتحدة على سياسة الاتحاد الأوروبي تجاه القضية الفلسطينية في الفترة ما بين (2016-2012 م). وهدفت هذه الدراسة إلى إبراز المرحلة الانتقالية في سياسة الاتحاد الأوروبي تجاه القضية الفلسطينية منذ سنة 2012 أي بعد حصول فلسطين على عضوية الدولة المراقب، والتي أظهرت بداية تحول في المزاج الأوروبي على المستويين الرسمي والشعبي نحو السياسة الاسرائيلية المتطرفة تجاه الشعب الفلسطيني. واتبعت الدراسة عدة مناهج بحثية تتلاءم ومحتويات الدراسة وهي المنهج الوصفي التحليلي، والمنهج التاريخي التحليلي، بالإضافة إلى المنهج الاستشرافي. وتناولت الدراسة على وجه الخصوص أهم التطورات السياسة من جانب الاتحاد الأوروبي ودوله تجاه القضية الفلسطينية، وتحديدا فيما يخص الدولة الفلسطينية خلال الفترة ما بين (2012-2016م)، والتي تمثلت في الاعترافات البرلمانية الأوروبية بالدولة الفلسطينية، ومبادرة السلام الفرنسية، بالإضافة إلى تجاوب الاتحاد الأوروبي ودوله بشكل ملموس لمطالب حركة مقاطعة "إسرائيل". وتوصلت الدراسة إلى مجموعة من النتائج والتي كان أهمها: أن سياسة الاتحاد الأوروبي تمر بمرحلة تتسم بأنها أكثر إيجابية واستقلالية عن السياسة الأمريكية نسبيا، والتأكيد على أهمية المبادرة الفرنسية واعترافات البرلمانات الأوروبية بالدولة الفلسطينية وحركة مقاطعة دولة الاحتلال بحيث تشكل جميعها أهمية كبيرة لصالح القضية الفلسطينية ومحاربة الاستيطان.
The following study focuses and cares about the impact of the membership of Palestine - as a non-member observer state in the -United Nations - "UN" of the year 2012 - on the European Union's - " EU " policy towards the Palestinian issue during the period between 2012 until 2016. The core of the study is to put under the spot light the new stage of the European Union policy towards the Palestinian cause since 2012, the policy implemented which proves the massive change in the European way of communication negatively especially in the official and popular levels in relation to the Israeli extremist policy with the Palestinian people. The study employs several research approaches and methodologies which are implemented with the contents of the study: "the analytical descriptive" approach, “the analytical historical" approach in addition to “the forward- looking” approach. In details, this study handles the positive political improvements in the European Union's Policy towards the Palestinian cause in general and towards the establishment of the Palestinian state upon the 1967 borders in particular. The indicators of these developments appeared with the recognitions of the European parliaments of the Palestinian state, moreover, “The French Peace Initiative”, in addition to the European Union's response to the demands of “Boycott, Divestment, Sanctions of Israel (B.D.S)” movement. The most important conclusions of the study are: The E.U policy toward the Palestinian cause turned into much positive and independent from the U.S.A’, emphasize on the importance of the following: “The French Peace Initiative”, recognitions of the European parliaments of the Palestinian state and the “B.D.S” movement, that all of them are valuable to the Palestinian cause also it is important to resist the Israeli occupation.
