|a تتعدد الأدوار التي تؤديها الدول تبعا لمقومات القوة التي تستند إليها، وهو ما يحدد مكانة هذه الدولة من تلك، وفي عصر تزايد أهمية العامل الاقتصادي بوصفه ركيزة من ركائز قوة الدولة فقد مهد ذلك لأدور بارزة لكثير من القوي الصغرى اليوم، وهناك العديد من المعايير والمؤشرات التي يمكن أن نرجع إليها في وصف دولة ما بأنها صغري، وصدرت بذلك العديد من الدراسات التي تحاول أن تضع القواعد الأساسية لهذا المصطلح. إلى جانب ذلك توجد العديد من الأهداف الاقتصادية والسياسة والعسكرية التي تحاول الدول الصغرى تحقيقها، وقد تتعارض هذه الأدوار مع سياسات وأهداف فواعل في النظام الدول هي أقوى من الدول الصغرى، وهذا ما يوجب علينا استعرض أبرز معوقات السياسة الخارجية لهذه الدول.

In addition, there are many economic, political, and military goals that small countries are trying to achieve, and these roles may conflict with the policies and goals of actors in the system. States are stronger than small countries, and this is what necessitates us to review the most prominent obstacles to the foreign policy of these countries.
