تعد الإدارة الإلكترونية إحدى ثمار التطور التقني في مجال الاتصالات، فبعد بروز ثورة المعلومات وثورة الاتصالات التي ساعد عليها تطور أجهزة الحاسب الآلي وتقنياته، جاءت الإدارة الإلكترونية كرد فعل واقعي لاستخدام تطبيقات الحاسب الآلي في مجالات الخدمة العامة لتطوير طرق العمل التقليدية إلى طرق أكثر مرونة وفعالية من ناحية، والاستفادة من منجزات الثورة التقنية في توفير الوقت والجيد والتكلفة من ناحية أخرى وهدفت الدراسة بصورة رئيسية إلى التعرف على الإدارة الإلكترونية كأداة لتحسين نظم الاتصال الإداري بين وزارة الشباب والرياضة ومؤسساتها واستخدم الباحث المنهج الوصفي، وبلغت عينة الدراسة الأساسية (٨٧) مفحوص، واستخدم الاستبيان والمقابلة الشخصية كأداة لجمع البيانات، وكانت اهم نتائج الدراسة، إن الإدارة الإلكترونية تهدف إلى تفعيل التواصل بين العاملين في المؤسسة إلكترونيا والتغلب على الحواجز المكانية والزمنية داخل المؤسسة، إن الاتصال الأفقي بوزارة الشباب والرياضة يتم بين الأفراد على نفس المستوى الإداري بغية التنسيق والتكامل وتبادل المعلومات. وكان من اهم التوصيات ضرورة الاهتمام بالتدريب للعاملين في مجال الإدارة الإلكترونية، زيادة الحوافز المادية والمعنوية لاستخدام التقنيات الإلكترونية، ضرورة وجود برامج إعلامية للتوعية بمدى أهمية العمل الإلكتروني.
Electronic management is one of the fruits of technological development in the field of communication. After the emergence of the information revolution and the communications revolution, which was helped by the development of computers and its technologies, they came. Electronic management as a realistic response to the use of computer applications in the fields of public service. To develop traditional working methods into more flexible and effective ways on the one hand, and to benefit from the achievements of the technical revolution in saving time, quality and cost on the other hand. The study mainly aimed to identify electronic management as a tool to improve administrative communication systems between the Ministry of Youth and Sports and its institutions. The researcher used the descriptive approach, and the basic study sample reached (87) subjects, and used the questionnaire and the personal interview as a tool to collect data. The most important results of the study were that the electronic administration aims to activate communication between the employees of the institution electronically and to overcome spatial and time barriers within the institution, that horizontal communication with the Ministry of Youth and Sports takes place between individuals at the same administrative level in order to coordinate, integrate and exchange information. Among the most important recommendations were the necessity of paying attention to training for workers in the field of electronic management, increasing the material and moral incentives to use electronic technologies, and the need for media programs to raise awareness of the importance of electronic work.
