المستخلص: يحاول البحث الحالي الإسهام في قياس مدى توافر احدى بنود إدارة جودة المشاريع وفق المواصفة القياسية الدولية ISO 10006 2017 والتي تتمثل بأداة قياس معيارية من خلالها تم مقارنة مستوى تطبيق وتوثيق بنودها مع النظام المعتمد لإدارة الجودة في إدارة مشاريع تنمية الأقاليم في محافظة نينوى كحالة دراسية بعد إعداد قائمة فحص خاصة بقياس تطبيق البنود لتحديد مدى مطابقة مستويات التنفيذ والتوثيق الفعلي لبنود المواصفة ومتطلباتها في إدارة المشاريع، افترض البحث الحالي الفرضية القائلة لا يتوافر البند (٦) إدارة الموارد البشرية في المشروع في إدارة مشاريع تنمية الأقاليم في محافظة نينوى، استهدف البحث توفير الأساس العلمي لضمان إدارة الجودة في مشاريع تنمية الأقاليم لمحافظة نينوى وفقا للمتطلبات التي أصدرتها المواصفة 10006 2017 ISO واثمر البحث جملة من الاستنتاجات كان أهمها: -هناك اهتمام من قبل الباحثين العرب والأجانب وخصوصا الأجانب بموضوع إدارة جودة المشاريع، لما له تأثير في نجاح المشاريع وتحقيق الأهداف المرجوة من تلك المشاريع. -ضعف في توفير الدورات التدريبية لرفع مستوى كفاءة ومهارة العاملين وبالذات فيما يخص جوانب الجودة، الأمر الذي جعل الكوادر لا تتمتع بامتلاكها للمهارات والخبرات المتعددة والتخصصات المختلفة. -ضعف في تطبيق تقييمات دورية منتظمة لتقييم مستوى أداء أفراد لجنة إدارة المشاريع، حيث أن الإدارة العليا في إدارة مشاريع محافظة نينوى لا تعمل على أجراء التعديلات والتغييرات في صلاحيات ومسؤوليات أفراد لجنة إدارة المشروع إلا في حالات نادرة. وقدم البحث مجموعة من المقترحات ممكن الأخذ بها وتطبيقها منها: -التخطيط لدراسة بنود المواصفة القياسية (ISO 10006: 2017) الخاصة بإقامة نظام إدارة جودة المشاريع، بغية ترجمة هذه البنود إلى تطبيقات عملية، عن طريق وضع خطط مناسبة للتطبيق، وتحديد الموارد اللازمة للتنفيذ والاستفادة من تجارب الأخرين في نفس المجال، وذلك لغياب التخطيط للحصول على شهادة الأيزو في مجال إدارة جودة المشاريع في الميدان المبحوث. -تحفيز الأفراد من أجل مشاركتهم في عملية وضع وتطبيق نظام لإدارة الجودة، ودعم مستوى الوعي لديهم عن طريق تعزيز مبادئ نظم إدارة جودة المشاريع، وذلك لتسجيل ضعف في الميدان المبحوث لهذه الفقرة المهمة في إنجاز مشاريعها.

The current research attempts to contribute to measuring the availability of one of the items of project quality management according to the international standard ISO 10006 2017, which is represented by a standard measuring tool through which the level of application and documentation of its items was compared with the approved system for quality management in the management of regional development projects in Nineveh Governorate as a case study after preparing A checklist for measuring the application of items to determine the extent to which the levels of implementation and actual documentation of the specification items and requirements in project management conform to the project management. The scientific basis for ensuring quality management in the development projects of the regions of Nineveh Governorate in accordance with the requirements issued by ISO 10006 2017. The research resulted in a number of conclusions, the most important of which were: - There is interest on the part of Arab and foreign researchers, especially foreigners, in the issue of project quality management, because it has an impact on the success of projects and the achievement of the desired goals of those projects. -Weakness in the provision of training courses to raise the level of efficiency and skill of workers, especially with regard to quality aspects, which made the cadres do not have the skills and experience of multiple and different specializations. -Weakness in the application of regular periodic evaluations to assess the performance level of the project management committee members, as the senior management in the Nineveh Governorate projects management does not work to make adjustments and changes in the powers and responsibilities of the project management committee members except in rare cases. The research presented a set of proposals that could be taken and applied, including: -Planning to study the provisions of the standard specification (ISO 10006:2017) related to the establishment of a project quality management system, in order to translate these items into practical applications, by developing appropriate plans for implementation, and identifying the necessary resources for implementation and benefiting from the experiences of others in the same field, due to the absence of planning to obtain Obtaining the ISO certificate in the field of project quality management in the researched field. -Motivating individuals to participate in the process of developing and implementing a quality management system, and supporting their level of awareness by strengthening the principles of project quality management systems, in order to record a weakness in the field examined for this important paragraph in the completion of its projects.
