المستخلص: هدفت هذه الدراسة إلى التعرف على الأسس النظرية للحوكمة وأهميتها، والتعرف على واقع تطبيق مبادئ الحوكمة بالإدارة العامة للتعليم بمنطقة جازان، والكشف عن الفروق ذات الدلالة الإحصائية بين متوسطات استجابات أفراد عينة الدراسة حول واقع تطبيق مبادئ الحوكمة بالإدارة العامة للتعليم بمنطقة جازان؛ تعزى إلى المتغيرات التصنيفية: (النوع -المؤهل العلمي -طبيعة الوظيفة الحالية -الخبرة في الوظيفة الحالية)، والتعرف كذلك على أهم متطلبات تطبيق مبادئ الحوكمة بالإدارة العامة للتعليم بمنطقة جازان. واستخدمت الدراسة المنهج الوصفي، وتكون مجتمع الدراسة من جميع مديري الإدارات، ورؤساء الأقسام، والمشرفين بالإدارات ومكاتب التعليم (بنين وبنات)، التابعة للإدارة العامة للتعليم بمنطقة جازان، والبالغ عددهم (٦٦٦) فردا، واختيرت عينة عشوائية بسيطة تمثل ما نسبته (٤٠ %) من إجمالي مجتمع الدراسة؛ حيث بلغ عددهم (٢٦٧) فردا، واستخدمت الاستبانة أداة لجمع البيانات التي تم معالجتها فيما بعد باستخدام برنامج (SPSS) الإحصائي. وتوصلت الدراسة إلى عدد من النتائج، أهمها: أن واقع تطبيق مبادئ الحوكمة بالإدارة العامة للتعليم بمنطقة جازان -جاءت بدرجة متوسطة؛ إذ تأتي الشفافية بالمرتبة الأولى، يليها المشاركة، وفي الأخير تأتي المساءلة بوصفها أقل مبادئ الحوكمة تطبيقا بالإدارة العامة للتعليم بمنطقة جازان، كما توصلت الدراسة إلى أن هناك فروقا ذات دلالة إحصائية عند مستوى (0.01)، بين متوسطات استجابات أفراد الدراسة حول الدرجة الكلية لواقع تطبيق مبادئ الحوكمة بالإدارة العامة للتعليم بمنطقة جازان وأبعادها الفرعية، باختلاف متغير النوع؛ لصالح أفراد الدراسة من الإناث، وأن هناك فروقا ذات دلالة إحصائية عند مستوى (٠٥,٠) فأقل، بين متوسطات استجابات أفراد الدراسة حول الدرجة الكلية لواقع تطبيق مبادئ الحوكمة بالإدارة العامة للتعليم بمنطقة جازان وأبعادها الفرعية، باختلاف متغير المؤهل العلمي؛ لصالح أفراد الدراسة، ممن مؤهلهم العلمي بكالوريوس، كما أنه لا توجد فروق ذات دلالة إحصائية بين متوسطات استجابات أفراد الدراسة حول الدرجة الكلية لواقع تطبيق مبادئ الحوكمة بالإدارة العامة للتعليم بمنطقة جازان وأبعادها الفرعية، باختلاف متغيري: طبيعة الوظيفة الحالية، والخبرة في الوظيفة الحالية. وتوصلت الدراسة كذلك إلى أن هناك موافقة بدرجة كبيرة بين أفراد الدراسة على متطلبات تطبيق مبادئ الحوكمة بالإدارة العامة للتعليم بمنطقة جازان. وفي ضوء تلك النتائج، أوصت الباحثة بعدد من التوصيات، من أهمها: تعزيز تطبيق الحوكمة في إدارات التعليم، من خلال دعم تطبيق هذا الاتجاه من قبل المسؤولين بوزارة التعليم، وتطوير الهياكل التنظيمية لإدارات التعليم؛ لاستيعاب الاتجاهات الإدارية الحديثة بما فيها الحوكمة، وتعزيز الشفافية، والمساءلة، والمشاركة.

The present study aimed to identify; the theoretical bases of governance and its importance, the reality of application of the principles of governance at the General Directorate of Education in Jazan region, as well as to detect the differences of statistical significance between the average responses of the sample members due to the classification variables (gender- qualifications- nature of the current job- experience at the current job), and also to identify the most important requirements of the application of the principles of governance. To achieve the objectives of the study, the descriptive approach was used. The community of the study consisted of all directors of directorates, heads of departments and supervisors at education departments and offices (boys, girls) at the General Directorate of Education in Jazan region .The questionnaire was used as a data collection tool and was applied on a random sample representing the original population comprising 267 individuals. Then, data was processed using the (SPSS) statistical program. The study concluded a number of results, the most important of which are: The reality of the application of the principles of governance at the General Directorate of Education in Jazan region came at a medium level. Transparency comes first, followed by participation. Finally, accountability comes as the least applied principle of governance at the General Directorate of Education in Jazan region. The study also concluded that there were statistically significant differences at (0.01) function level among the average responses of the sample members of the study on the total score of the application of the principles of governance and its sub-dimensions according to the variable of gender ,in favor of the female members of the study .There were also significant differences at (0.05) function level between the average responses of the study sample members on the overall score of the application of the principles of governance and its subdivisions according to the variable of qualifications, in favor of the members of the study who have a Bachelor's degree. Nevertheless, there were no statistically significant differences between the average responses of the sample members of the study on the total score of the application of the principles of governance and its sub-dimensions according to the variables of nature of the current job and experience at the current job. Moreover, the study concluded that there is a high degree of agreement among the study members on the requirements of application of the principles of governance at the General Directorate of Education in Jazan region. In light of these results, the researcher recommended a score of recommendations, the most important of which are: To strengthen the application of governance at education directorates by supporting the implementation of this trend by officials at the Ministry of Education and the development of organizational structures of education directorates to accommodate modern administrative trends, including governance as well as enhancing transparency, accountability and participation.
