المستخلص: الغرض من البحث التعرف على تأثير الاستشراف الاستراتيجي وأبعاده (قابليات المسح البيئي، قابليات الخيار الاستراتيجي، وقابليات التكامل) في جودة القرارات الاستراتيجية وأبعادها (الإدراك، الإجراءات العقلانية، العدالة الإجرائية، والالتزام بالقرار). أن أهمية هذه البحث نابعة من أهمية الحاجة إلى تطوير الخدمات الجامعية لكون الجامعات تعتبر من أهم الركائز الحيوية في أي بلد ويكون لها دور محوري في الحياة الاجتماعية والاقتصادية. وحددت مشكلة بحث بمدى تأثير الاستشراف الاستراتيجي في جودة القرارات الاستراتيجية على وفق إجابات القيادات الإدارية في جامعة الكوفة. اعتمد البحث على الاستبانة كأداة رئيسة في جمع البيانات، إذ تكون مجتمع الدراسة من (180) فردا، من القيادات الجامعية في جامعة الكوفة، وزعت الاستبانة على كافة المجتمع الدراسة، واسترجع منها ((165 استبانة كان منها 160)) استمارة صالحة للتحليل الإحصائي وبلغة نسبة الاستجابة (89%). وجرى اختبار الفرضيات باستخدام البرامج الإحصائية (SPSS.V.20, SMART PLS) واستعمال المؤشرات الإحصائية المناسبة والمتمثلة (الوسط الحسابي، والانحراف المعياري، والنسبة المئوية). توصلت الدراسة إلى أن الاستشراف الاستراتيجي يستخدم كوسيلة فاعلة الإزالة الغموض من خلال تحليل البيئة الداخلية والخارجية والقدرة على التكامل سيؤدي الحصول على معلومات تسهم باتخاذ قرارات استراتيجية ذات جودة عالية تساعد الجامعات في تحقيق المنافسة العالمية خلال الفترة المستقبلية.

The purpose of this reach is to identifying the impact of strategic foresight in the quality of strategic decisions and its dominations such as environmental scanning capabilities, strategic choice capabilities, and integration capabilities). The study also investigates the role of the strategic foresight in the quality of strategic decisions and its dominations (understanding, rational actions, procedural justice, and commitment to decision). The importance of this study springs from the need to enhance the services provided by universities since they are the most vital foundations in all countries. Universities have a pivotal role in the social and economical growth. Accordingly, the study addresses how the strategic foresight could influence strategic decisions in conformity with the attitudes of administrative leaderships at the University of Kufa. A questionnaire has been utilized to collect the data. The pool of respondents was of (180) individuals all of whom among the administrative leaderships at the University of Kufa. (165) copies were filled out. (160) copies were valid to be analyzed with completion rate of (89%). Respondents’ answers were analyzed using the statistical software (SPSS V. 20. SMART PLS). The appropriate statistical procedures were adopted such as the normal distribution, mean, standard deviation, percentage, factor analysis, correlation, and regression. The results shows that the of strategic foresight could be utilized as an effective means to clarify ambiguity by analyzing the outer and inner environments as well as the capacity of integration would result in acquiring information which aid in making strategic decisions of high efficacy. These decisions help universities to compete globally in the future.
