المستخلص: تتوخى هذه الورقة البحثية بالدراسة والتحليل معالجة إشكاليتين محورتين؛ تتعلق الأولى بإبراز دور عرب الفتح في بناء مدينة القيروان وإسهاماتهم في توسيع عمارتها، كما تستتبع مظاهر التطور العمراني الذي شهدته القيروان على مدار المسافة الزمنية الممتدة بين فترة الفتح الإسلامي إلى غاية القرن الخامس الهجري (11 م)؛ باعتباره محطة هامة في تاريخ المغرب الأدنى؛ ذلك أن هذا المجال شهد زحفا عربيا هلاليا كان له صدى عميقا على حضارة المنطقة وأثر بالغ على مستقبلها. كما تطرقت إلى طبيعة العوامل التي ساعدت على نمو القيروان الحضاري ومكنت لنهضتها الثقافية والفكرية. أما في المحطة الثانية فتصدى صاحبها إلى مباحثة مسألة مصير المدينة بعد هجرة العرب الهلالية إلى أرض المغرب خلال العقد الخامس من القرن الخامس الهجري (11 م)؛ من خلال معاينة أسباب التراجع الحضاري لهذه المدينة، وموقع العرب الهلالية ضمن منظومة الأسباب المساهمة في انحطاطها، مع تحديد موقف السلطة من نشاط بني هلال على بساط المغرب الأدنى، وطبيعة الجهود العسكرية المبذولة من طرفها في مسعى الحفاظ على استقرار المدينة، والتحكم في الوضع، وتسيير الأمور بما يحفظ حضارة القيروان ويؤمن ساكنتها.

This research paper aims at studying and analyzing two central problems; The first relates to highlighting the role of the Arabs of conquest in building the city of Kairouan and their contributions to the expansion of its architecture. It also studies the manifestations of the urban development witnessed by Kairouan between the period of the Islamic conquest and the fifth century AH (11 AD); as an important phase in the history of the Maghreb; This is because this area witnessed a crescent Arab encroachment that had a profound resonance on the civilization of the region and a profound impact on its future. It also addressed the nature of the factors that helped the development of Kairouan's civilization and enabled its cultural and intellectual renaissance. As for the second phase, the author elaborated on the issue of the fate of the city after the migration of the Crescent Arabs to the land of Morocco during the fifth decade of the fifth century AH (11 AD). By examining the reasons for the civilized decline of this city, and the position of the Crescent Arabs within the system of causes contributing to its decline, while defining the authority’s position on the activity of Bani Hilal on the carpet of the lower Morocco, and the nature of the military efforts made by it in an effort to preserve the stability of the city, control the situation, and manage the things to preserve the civilization of Kairouan and secure its inhabitants.
