المستخلص: "الحمد لله كثيرا والصلاة والسلام على أشرف الأنبياء والمرسلين نبينا محمد وعلى آلة وصحبه أجمعين. وبعد: استعرض البحث أبرز ملامح التطور الإداري في منطقة القصيم خلال فـترة حكم الملك خالد والملك فهد ابني الملك عبد العزيز -رحمهم الله؛ عبر دراسة تاريخية حضارية وصفية تحليلية؛ اعتمادا على المعلومات؛ وفقا للتسلسل الزمني والمنطقي للأحداث. وقد اختار الباحث موضوع الدراسة لأهداف منها: أنه موضوع جديد ولم يتطرق الباحثين والدراسات السابقة لدارسة الجانب الإداري في منطقة القصيم خلال الفترة 1395 – 1426 ه / 1975 – 2005 م، دراسة تاريخية حضارية ثم أنه يناقش جانبا مهما من التطور الحضاري في منطقة القصيم، والذي يعتبر مهما لدى الشعوب. وكان هدف الدراسة التعرف على لمحة من التطور الإداري قبيل فترة الدراسة، وكذلك تهدف الدراسة إلى الإلمام ببعض الجوانب الإدارية وتطورها في منطقة القصيم خلال الفـترة 1395 – 1426 ه / 1975 -2005 م، حيث تعتبر بداية هذه الفترة، بداية عصر الطفرة في المملكة العربية السعودية. وكذلك من الأهداف صلة الباحث بمنطقة القصيم ورغبته في التعرف على المنطقة. وترجع مدى أهمية الدراسة في كونها بينت لمحة عن التطور الإداري بالمنطقة قبيل فترة الدراسة، كما وصفت ملامح من التطور الإداري وما تتميز به المنطقة من تطور حضاري خلال الفـترة 1395 – 1426 ه / 1975 – 2005 م في جانب من أهم الجوانب الحضارية وكذلك ترجع أهمية الدراسة بأنها وضحت أن منطقة القصيم تطورت، خلال عهد الملك خالد والملك فهد -رحمهما الله-حيث أتضح التطور الإداري المتمثل بإمارة المنطقة ودورها في تنمية المنطقة حيث كان لها دورا فعالا ومهما في تحريـك عجلة التنمية بالمنطقة خلال فترة الدراسة وما بعدها. وقد تناولت أمراء المنطقة وأثرهم في تحفيز الإدارات الحكومية على التطوير. كما بينت لنا تأثير أمراء المناطق على تنمية مناطقهم، ثم تأثير الزيارات الملكية على تطوير المنطقة، كما أظهرت الدراسة أهم الوسائل المساعدة في التطوير الإداري. وفيما يتعلق منهج الدراسة فقد اعتمدت على منهج البحث التاريخي الذي يعتمد على الوصف والتحليل في تناوله للأحداث التاريخية الحضارية، من خلال جمع المعلومات من مصادرها المختلفة، ومقارنتها ونقدها وتحليلها. كما توصلت الدراسة لعدة نتائج أهمها: تبين لنا من خلالها أن منطقة القصيم شهدت نقلة حضارية وتطور تنموي في الناحية الإدارية. حيث أتضح التطور الإداري المتمثل بإمارة المنطقة ودورها في تنمية المنطقة من خلال اعتماد المشاريع التنموية، حيث كان لها دورا فعالا ومهما في تحريك عجلة التنمية بالمنطقة خلال فترة الدراسة وما بعدها. كما تعرفنا على أمراء المنطقة وأثرهم في تحفيز الإدارات الحكومية على التطوير وتبين لنا تأثير أمراء المناطق على تنمية مناطقهم في الجهد الواضح لمتابعة المنطقة إداريا، وكذلك أتضح لنا تأثير الزيارات الملكية على تطوير المنطقة، ثم تعرفنا على أهم الوسائل المساعدة في التطوير الإداري، كجهود الدولة في أنفاقها ثم متابعة من إمارة وأمراء المنطقة ثم الزيارات الملكية للمنطقة، والجهود الأمنية التـي تبين لنا أنها من أهم أسباب التطور الحضاري في جميع المناطق."

And after: the research reviewed the most prominent features of administrative development in the Qassim region during the reign of King Khalid and King Fahd, the sons of King Abdul-Aziz - may God have mercy on them Through a historical, civilized, descriptive and analytical Study; Depending on the information; According to the chronological and logical sequence of events.The researcher chose the subject of the Study for several purposes, including: that it is a new topic, and previous Studies and researchers did not address the Study of the administrative aspect in the Qassim region during the period 13951426- AH / 19752005- AD. important to the people. The aim of the Study was to identify a glimpse of the administrative development prior to the Study period, as well as to know some of the administrative aspects and their development in the Qassim region during the period 13951426- AH / 19752005- AD, as the beginning of this period is considered the beginning of the boom era in the Kingdom of Saudi Arabia. As well as the researcher’s link to the Qassim region and his desire to get to know the region. The importance of the Study is due to the fact that it showed a glimpse of the administrative development in the region prior to the Study period. It explained that the Qassim region developed during the reign of King Khalid and King Fahd - may God have mercy on them - as it became clear the administrative development represented by the Emirate of the region and its role in the development of the region, as it had an effective and important role in moving the wheel of development in the region during the Study period and beyond. It dealt with the princes of the region and their impact on motivating government departments to develop. It also showed us the effect of the princes of the regions on the development of their regions, then the impact of royal visits on the development of the region, and the study also showed the most important means of assistance in administrative development. With regard to the Study method, it relied on the historical research method, which depends on description and analysis in dealing with historical and civilized events, by collecting information from its various sources, comparing, criticizing and analyzing it. The Study also reached several results, the most important of which are: Through it, it became clear to us that the Qassim region witnessed a cultural shift and a developmental development in the administrative aspect. Where it became clear the administrative development represented by the Emirate of the region and its role in the development of the region through the adoption of development projects, as it had an effective and important role in moving the wheel of development in the region during the Study period and beyond. We also learned about the princes of the region and their impact on motivating government departments.
