المستخلص: تهدف الشراكة الاستراتيجية مع القطاع الخاص إلى تعزيز تعاون الوزارة مع القطاع الخاص وذلك من خلال شراكات استراتيجية تساهم في تحقيق الأهداف الاستراتيجية للحكومة وتضمن استثمار الموارد المشتركة بكفاءة عالية. ويعتمد نجاح الشراكة الاستراتيجية بين القطاعين العام والخاص على مدى توافر البيئة الاستثمارية المناسبة التي توفر عوامل النجاح لتلك الشراكة الاستراتيجية والتي تتمثل في العديد من الجوانب، مثل توافر الوعي الاستثماري لدى المؤسسات المدعمة للشراكة الاستراتيجية في المدن الاقتصادية، وسهولة الإجراءات الإدارية للترخيص، واللامركزية في الموافقة على المشروعات، ومدى توافر الكفاءة الإدارية لدى الجهات المعنية لتطوير وتنمية الشراكات الاستراتيجية، ومعقولية تكاليف تأسيس المشروعات المشتركة مقارنة بمثيلاتها في الدول الأخرى، وتوافر مراكز معلومات وقاعدة بيانات عن الشركات والقطاعات التنموية في المجتمع واتجاهات التنمية الاقتصادية، وتوافر حجم مناسب للسوق المحلي مع القدرة الشرائية للسوق، وتوافر الأنظمة والقوانين الخاصة بالشراكة الاستراتيجية بين القطاعين، وتوافر جهاز إداري للتخطيط الاستراتيجي لدى إدارة المدن الاقتصادية، وإمكانية توافر دليل إرشادي للشراكة بين القطاعين العام والخاص لرفع مستوى الوعي العام، وأخيرا مدى توافر الشفافية والإفصاح لدى الجهات المنظمة للمدن الاقتصادية. واهتم البحث الحالي بتوصيف أبعاد الشراكة الاستراتيجية والأداء المستدام في هيئة مشروعات الشراكة بين القطاعين العام والخاص، بالإضافة إلى تحديد نوع وقوة العلاقة بين أبعاد الشراكة الاستراتيجية والأداء المستدام، ولتحقيق ذلك تم الاعتماد على قائمة الاستقصاء لجمع البيانات الأولية باستخدام عينة قوامها 215 موظفا من موظفي هيئة مشروعات الشراكة بين القطاعين العام والخاص، وقد أظهرت نتائج البحث أن واقع الشراكة الاستراتيجية متوسط على المستوى الإجمالي وبالنسبة لكل بعد من أبعادها، ووجد أن مستوى الأداء المستدام كان متوسطا على المستوى الإجمالي وبالنسبة لكل بعد من أبعاده، وبينت نتائج البحث عدم وجود اختلافات ذات دلالة إحصائية بين إدراك المستقصي منهم حول مستوى الشراكة الاستراتيجية باختلاف الخصائص الديموجرافية، وعدم وجود اختلافات بين إدراك المستقصي منهم حول مستوى الأداء المستدام باختلاف الخصائص الديموجرافية، وكشفت النتائج أن هناك علاقة طردية ذات دلالة إحصائية بين أبعاد الشراكة الاستراتيجية وأبعاد الأداء المستدام، وتوصل الباحثان إلى مجموعة من التوصيات لتدعيم الأداء المستدام لهيئة مشروعات الشراكة بين القطاعين العام والخاص من خلال الاهتمام بالشراكة الاستراتيجية.

The strategic partnership with the private sector aims to enhance the ministry's cooperation with the private sector through strategic partnerships that contribute to the government's strategic objectives and ensure that shared resources are invested efficiently. The success of the strategic public-private partnership depends on the availability of the appropriate investment environment that provides the success factors for that strategic partnership, which is represented in many aspects, such as the availability of investment awareness among institutions supporting strategic partnership in economic cities, the ease of licensing management procedures, the decentralization of project approval, the availability of administrative competence of stakeholders to develop and develop strategic partnerships, and the reasonableness of the costs of establishing joint ventures compared to those in the Other countries, the availability of information centers and databases on companies and development sectors in society and trends in economic development, the availability of an appropriate size for the local market with the purchasing power of the market, the availability of regulations and laws for strategic partnership between the two sectors, the availability of an administrative body for strategic planning in the management of economic cities, the possibility of providing a guide guide for public-private partnership to raise the level of public awareness, and finally the availability of transparency and disclosure to the regulators of economic cities. The current research was concerned with describing the dimensions of strategic partnership and sustainable performance in the PPP project body, in addition to identifying the type and strength of the relationship between the dimensions of strategic partnership and sustainable performance, and to achieve this was relied upon the survey list to collect preliminary data using a sample of 215 employees of the Public-Private Partnership Projects Authority, and the results of the research showed that the reality of strategic partnership is average at the overall level and for each dimension, and found that the level of Sustainable performance was average at the overall level and for each dimension, the results of the research showed that there were no statistically significant differences between the perception of the surveyed about the level of strategic partnership with different demographic characteristics, and the absence of differences between the perception of the surveyed about the level of sustainable performance by different demographic characteristics, and the results revealed that there is a statistically significant expulsion relationship between the dimensions of strategic partnership and the dimensions of sustainable performance, and the researchers reached a set of recommendations to support the sustainable performance of the Public-private partnership projects through interest in strategic partnership.
