المستخلص: في ظل الجهود المبذولة من قبل الدولة المصرية تجاه مكافحة التطرف بكافة أشكاله، جاءت الدراسة الراهنة بهدف تحليل آليات المؤسسات الدينية الرسمية في مصر -الأزهر الشريف ودار الإفتاء المصرية -تجاه إعداد وتأهيل المفتين الجدد القدامى، ومردوده الاجتماعي، في ضوء الحفاظ على ثوابت الدين وهوية المجتمع، وتحديث الخطاب الإفتائي النابع من الشريعة الإسلامية بما يتوافق مع صحيح الدين، وثقافة المجتمع المصري وتحدياته الأيديولوجية والأمنية. وبهدف دمج المفاهيم الحديثة في الخطاب الديني، وتعزيز التشكيلات الجديدة للأوطان. والسعي نحو دحض التنافر الموجود بين خطاب المؤسسات الدينية الرسمية وخطاب الأجهزة الحكومية الأخرى، وتقليص الانقسامات المتزايدة في المجتمع المصري، حيث إن إساءة استخدام المتطرفين للدين -من قبل المفتين الجدد أو القدامى –يلحق ضررا كبيرا بصورة الإسلام، من ناحية، واستقرار وهوية المجتمعات من ناحية أخرى. ولتحقيق هذا الهدف اعتمدت الدراسة على المنهج الوصفي التحليلي، وتم استخدام "الاستبيان المتعدد" كأداة أساسية لجمع البيانات، بجانب تحليل بعض التقارير والوثائق الرسمية للمراكز والمراصد الدينية التابعة للأزهر الشريف ودار الإفتاء المصرية. واعتمدت الدراسة على عينة قوامها (١٤٢ مفردة) تم انتقاؤهم بطريقة العينة القصدية" من القائمين على شؤون الإفتاء في مشيخة الأزهر ودار الإفتاء المصرية بالمقر الرئيسي بالقاهرة. وطرحت الدراسة تساؤلا رئيسا مفاده: كيف تتم عمليات تأهيل المفتي في مصر بهدف الحفاظ على ثوابت الدين واستقرار الدولة المصرية؟ وكشفت نتائج الدراسة؛ وجود تحديات منهجية وسياسية أمام تخريج مفتي كفء ومعتدل. كما رصدت الدراسة أهم الخصائص والمهام الواجب توافرها في المفتي المعاصر لمواجهة الفكر المتطرف، كما تم تقييم برامج التأهيل والتدريب (المتخصصة، التثقيفية، والبرامج عن بعد)، وتم التعرف على أبرز مظاهر القصور العلمي والمنهجي لدى بعض المتصدرين للفتوى في مصر، ومردوده الاجتماعي. وكشفت الدراسة أيضا؛ أهم نقاط التماس بين المفتي والتكنولوجيا الحديثة، ومردود ذلك على قضايا التطرف والإرهاب. وفي الأخير، عرضت الدراسة أهم سبل تعزيز دور المفتي في المستقبل لمواجهة أزمة الإسلاموفوبيا، ومخاطر الفتاوى الهدامة.

In light of the efforts made by the Egyptian state towards combating extremism in all its forms, the current study came with the aim of analyzing the mechanisms of official religious institutions in Egypt - Al-Azhar Al-Sharif and the Egyptian Dar Al Iftaa - towards preparing and qualifying the new and old Muftis, and its social impact, in light of preserving the constants of religion and the identity of society. And updating the fatwa discourse stemming from Islamic law in accordance with the authenticity of religion, the culture of the Egyptian society and its ideological and security challenges. With the aim of integrating modern concepts into religious discourse, and strengthening new formations of homelands. Seeking to refute the inconsistency that exists between the discourse of official religious institutions and that of other government agencies, and to reduce the growing divisions in Egyptian society, as the extremists' abuse of religion - by new or old muftis - inflicts great damage on the image of Islam, on the one hand, and the stability and identity of societies on the one hand. Other. To achieve this goal, the study relied on the descriptive and analytical approach, and the "multiple questionnaire" was used as a basic tool for data collection, in addition to analyzing some official reports and documents of the religious centers and observatories of Al-Azhar and the Egyptian House of Ifta. The study relied on a sample of (142 individuals) selected by the "intentional sample" from those in charge of fatwa affairs in the Al-Azhar Sheikhdom and the Egyptian Dar Al Iftaa at the headquarters in Cairo. The study raised a major question: How are the mufti training processes carried out in Egypt with the aim of preserving the constants of religion and the stability of the Egyptian state? The results of the study revealed; The existence of methodological and political challenges facing the graduation of a competent and moderate Mufti. The study also monitored the most important characteristics and tasks that must be met by the contemporary mufti to confront extremist ideology, and the rehabilitation and training programs (specialized, educational, and remote programs) were evaluated, and the most prominent manifestations of the scientific and methodological deficiencies of some of the leaders of the fatwa in Egypt were identified, and its social impact. The study also revealed; The most important points of contact between the Mufti and modern technology, and the implications of this for the issues of extremism and terrorism. Finally, the study presented the most important ways to enhance the role of the Mufti in the future to confront the Islamophobia crisis and the dangers of destructive fatwas.
