يعتبر مدخل الأداء المتوازن Balanced Score card من المداخل الإدارية الحديثة التي يمكن أن تساعد الجامعات في تصميم وتنفيذ استراتيجيها، وترجمة رؤيتها الإستراتجية إلي خطط وأنشطة تنفيذية، باستخدام الأدوات والمؤشرات التي تساعد علي تحقيق مستوي متميزا من النجاح المستقبلي، وبالتالي يمكن الجامعات من التعامل مع التحديات التي تهدد جودة مخرجاتها، ويساعدها في تحقيق التميز والتحسن المستمر، بالاعتماد علي إستراتيجية واضحة، ووعي الإفراد بالمهام المطلوبة منهم وتنفيذها، والتقييم المستمر لمدي التقدم في تنفيذ الاستراتيجيات. واستخدمت الدراسة المنهج الوصفي لوضع تصور مقترح لتطبيق المدخل بالجامعات المصرية من خلال رصد الأسس النظرية للمدخل، ومراحل تطور استخدامه (أجياله)، ومراحل تطبيقه بالجامعات، وعرض بعض النماذج التطبيقية بالجامعات المختلفة، ومبررات تطبيقه بالجامعات المصرية، ومراحل دمج هذا المدخل في إدارة الجامعات. وتوصلت الدراسة إلي تصور مقترح لتطبيق المدخل بالجامعات المصرية تضمن الأسس التي تم بناء التصور وفقا لها، وأبعاد (التعلم والنمو، والعمليات الداخلية، والمستفيدين، والبعد المالي)، ومراحل التصور التي تضمنت (تشكيل فريق عمل لقيادة التطبيق، وضع رؤية ورسالة الجامعة، تصميم استراتيجيات الجامعة، تحديد وتطوير خطة التطبيق، إعداد التقرير الأولي لبطاقة قياس الأداء المتوازن، المتابعة والتقييم)، وأخيرا عرض لمعوقات تنفيذ التصور المقترح وكيفية التغلب عليها. \
Balanced scorecard approach is considered one of the modern administrative approaches which can help universities in designing and applying their strategies, translating its strategic vision into executive plans and activities, using tools and indicators which allow them to achieve a significant success. That's enable universities to deal with different challenges which threaten the quality of their outcomes and help them to achieve excellence and continuous improvement depending on a clear strategy and individuals’ awareness about their tasks and duties, and sustainable evaluation for the progress in implementing the strategies. The descriptive approach has been used to reach a suggested perspective of applying the approach inside the Egyptian universities via identifying the theoretical basis of it, and the stages of its development (its generations), and the stages of applying it inside the Egyptian universities, then reviewing modals of some foreign universities which have applied it Also, discussing the justifications of applying it and the stages of involving in the universities management. The study concludes to a suggested perspective of applying the approach inside the Egyptian universities, includes the basises according to which the suggested perspective have been put, and the four perspectives (learning and growth, internal process, customers and financial). Also, the stages of the perspectives which includes (choosing the team of leading the implementation process, puffing the vision and mission of the universities, designing the university strategy, determining the critical elements of success, drawing the strategy map, determining the measures of performance, determining and developing the implementation plan, preparing the first report of the balanced scorecard and monitoring and evaluation), and finally presenting the obstacles of implementing the suggested perspective and how to overcome them .
