المستخلص: يتطرق هذا البحث إلى معرفة نشأة الاتحاد الدولي للمكتبات والمعلومات (الإفلا) وتعريفها والوسائل والمبادئ الرئيسة بها، وكذلك التعرف على الرؤية العالمية للإفلا ومنها القيم الجوهرية للمكتبات، وما الذي ينبغي أن تستمر عليه المكتبات، والتحديات والصعوبات التي تواجه العمل بالمكتبات، بالإضافة إلى المقترحات لخلق سمات مجال مكتبات موحد، فضلا عن أهم عشرة نقاط وأبرز عشرة فرص جاءت بملخص تقرير الرؤية العالمية للإفلا. كذلك سيركز البحث على برامج إعداد وتأهيل أخصائي المكتبات والمعلومات والتي منها: برنامج المكتبات والمعلومات بجامعة جنوب الوادي قنا، وذلك للتعرف على نشأة البرنامج، ورسالة وأهداف البرنامج، والمناهج الدراسية بالبرنامج، وطرق التدريس والتعليم، والمستلزمات الدراسية المساعدة بالبرنامج، والمهارات المستهدفة لطلاب البرنامج، وأخيرا عملية تقييم طلاب البرنامج.

This research studies the origins and scope of the International Federation of Libraries and Information (IFLA) system, examining its definition including methods and main principles used in developing the global vision of the IFLA. This global vision includes the mission of libraries, core values in library operations, and future library priorities and challenges to modern library operations. Research analysis of the IFLA report will lead to developing proposals to create a unified library field and provide direction and priorities for future library development and operations considering the guidance of IFLA. Further analysis addresses the training of library and information specialists in support of the demands of future library development. Research revolves around the Library and Information Program at South Valley University at Qena, examining the current program (origins, mission, objectives) , analyzing the impact of the IFLA guidance upon the university program’s curricula, instruction methods, and looking at future skill development with Library and Information Specialist training, with the goal of making recommendations for future program development based upon the impact of IFLA recommendations using the South Valley University program as a model..
