المستخلص: يعالج بحث التخطيط الشامل والآفاق المستقبلية للتنمية في منطقة اللاذقية مقومات التنمية في المنطقة، إذ تتوفر في هذه المنطقة عناصر أساسية لا بأس بها لنجاح عملية التنمية من موقع جغرافي بحري هام يشكل عقدة مواصلات بين ثلاث قارات، بالإضافة إلى خصائص طبيعية هامة تعزز فرص النجاح للتنمية، من حيث اعتدال المناخ، والمظاهر التضاريسية المميزة والمتنوعة وتوفر مساحات زراعية خصبة لا بأس بها مع توفر الموارد المائية اللازمة والخدمات الأساسية لعملية التنمية، كل ذلك مع قوة بشرية وقوة عمل تتمتع بخصائص ديموغرافية واقتصادية اجتماعية مميزة، تساعد على خلق فرص تنموية جديرة للمنطقة، ولكن كل هذه العناصر واجهت تحديات أساسية نتيجة عدم تضافر هذه العوامل وغياب التخطيط عن معظم مكوناتها، وكان لابد من التخطيط من أجل التنسيق التام بين مختلف النشاطات الاقتصادية الاجتماعية لأجزاء الإقليم الواحد، وباستخدام منهجية التنمية المدفوعة باعتبارات المجتمعات المحلية، عبر توجهات مرسومة بدقة وتخطيط سليم بهدف قيام تنمية شاملة وناجحة في المنطقة، تعمل على تطوير حياة السكان، ورفع مستوى معيشتهم.
