يهدف البحث إلى الوقوف على واقع التعليم العالي في سلطنة عمان، والتعرف على طبيعة الجامعة الافتراضية ودواعي الأخذ بها، والتعرف على بعض الخبرات الأجنبية في مجال الجامعات. وتتضح أهمية البحث من خلال تقديم تصور لجامعة افتراضية عمانية يمكن الاستعانة به من قبل القائمين على التعليم العالي؛ من أجل وضع نظام لتعليم افتراضي. واتبع البحث المنهج المقارن بمدخله الوصفي؛ حيث يقوم هذا المنهج بدراسة الظواهر كما هي في الواقع بطريقة علمية منظمة قائمة على الانتقاء بين عناصر الظاهرة – موضوع الدراسة – بما يحقق أهداف الدراسة، ويقوم هذا المنهج على الخطوات التالية: - الوصف: حيث يتم وصف واقع التعليم العالي في سلطنة عمان، وماهية الجامعة الافتراضية. - التحليل: حيث يتم إلقاء الضوء على العوامل التي أدت إلى المشكلة، وتحليل نظام الجامعة الافتراضية في بعض الخبرات الأجنبية. - المقابلة: حيث يتم بيان أوجه التشابه والاختلاف بين الخبرات الثلاثة. - تقديم الحلول المناسبة: حيث يتم التوصل لتصور مقترح لجامعة افتراضية عمانية. واقتصر البحث في عرضه للخبرات الأجنبية على الجامعات التالية: جامعة تيون عبد الرزاق، والجامعة الافتراضية الأفريقية، والجامعة الافتراضية الكندية. وتناول البحث الجامعة الافتراضية من حيث المحاور التالية: النشأة والأهداف، الإدارة والتمويل، سياسة القبول، البرامج الدراسية، وتقويم الدارسين. وقدم البحث تصور لإنشاء جامعة افتراضية عمانية، ويقترح البحث إنشاءها كجامعة خاصة؛ وذلك في إطار توجه الحكومة نحو تشجيع القطاع الخاص على الاستثمار في التعليم العالي العماني، وبما يضمن وجود الروح التنافسية بين الجامعة الافتراضية العمانية والجامعات الخاصة.
A conception of a proposed virtual university in the Sultanate of Oman in the light of some foreign (world's) experiences. This research aims at examining the reality of higher education in the Sultanate of Oman. It examines the nature of virtual university and the rationality of adopting it. it also aims at identifying some world's experiences in the field of virtual university. The significance of this research is demonstrated by presenting a conception of Omani virtual university to those in charge of higher education to develop a system of virtual learning. The research used a descriptive comparative research methodology which examines the phenomenon in its natural situation. This approach systematically studies the phenomenon in a scientific way by identifying the elements of the phenomenon under study to achieve the objectives of the research. Based on this, the research follows the following steps: - Description: it describes the reality of higher education in Oman, and the meaning of virtual university. - Analysis: it discusses factors that lead to the problem and systems of virtual university from some foreign experiences. - Comparison: description of similarities and comparisons between the three experiences. - Presentation of appropriate solution: Presenting a proposed conception of Omani virtual university. In summary the research presented the experiences of Tun Razak University of Malaysia, African Virtual University, and Canadian Virtual University. The research examined the virtual university in its origins and goals, administration and funding, admission policies, programs, and evaluation of students. Finally, the research presented a proposed an establishment of Omani virtual university as a private university. This university will follow guidance of the government to encourage private sector to invest in Omani higher education. It is expected that this institution may create a spirit of competition between virtual university and private universities in Oman
