المستخلص: تعتبر "العناقيد الصناعية" جزء من استراتيجية التنمية الصناعية للعديد من دول العالم وأداه من أدوات تنمية مؤسساتها الصغيرة والمتوسطة وتعتبر العناقيد الصناعية أحد خطوات التطور الصناعي وخطوة نحو التحول إلى المجتمعات الصناعية المتكاملة. انتهجت مصر العديد من الاستراتيجيات لدعم وتشجيع الصناعات الصغيرة والمتوسطة الحجم وذلك لدورهم الهام في حل مشكلتي الفقر والبطالة، واتجهت إلى دمجهم في مجموعة من العناقيد الصناعية المتخصصة واعتبرتهم أداه لتحقيق التكامل الصناعي بين الوحدات الإنتاجية الصغيرة والمتوسطة الحجم من جانب مع الوحدات الإنتاجية الكبيرة الحجم من جانب آخر مستهدفة من ذلك تحقيق ميزة تنافسية للمنتجات المصرية والحد من مخاطر المنافسة من تواجد المنتجات المثيلة المستوردة في الأسواق المصرية، وفي هذا الإطار أنشئت مصر العديد من المدن الصناعية المتخصصة مثل مدينة الروبيكي للجلود بمدينة العاشر من رمضان، ومدينة الأثاث بدمياط، ومدينة البلاستك بمرغم بالإسكندرية ومدينة الدواء بأبو زعبل بالقليوبية، ومدينة الذهب بالعاصمة الإدارية الجديدة، وغير ذلك، مستهدفة من ذلك زيادة الترابط والتكامل داخل العنقود وزيادة فاعليتها في تحقيق التنمية الاقتصادية. اتخذت الدراسة من مدينة الأثاث بمحافظة دمياط كدراسة تطبيقية لانتهاج استراتيجية العناقيد الصناعية في مصر للتعرف على الوضع الحالي لهذا العنقود وبحث مدى نجاحه في تحقيق الدور الذى أنشئ من أجله وما إذا كان حقق التطورات المطلوبة للتحول إلى مجتمع صناعي متكامل، وتبين أن مدينة الأثاث توقفت في مرحلة التكوين ولم تصل إلى مرحلة الانطلاق وأوصت الدراسة بأهمية توجيه سياسات الدولة لدعم وتنمية هذا العنقود وتقديم حزمة من الآليات الداعمة لاستكمال مدينة الأثاث كتمهيد مرحلي للتحول إلى مجتمع صناعي متكامل لصناعة الأثاث بدمياط من خلال إعداد خريطة استثمارية جديدة لصناعة الأثاث بدمياط تتسم بالتنسيق والتعاون والدمج بين العديد من السياسات والتي تعمل معا في منظومة ديناميكية متكاملة بدون تعارض ولا تضارب.

Industrial clusters are considered part of the industrial development strategy of many countries of the world and a tool for the development of their small and medium enterprises, Industrial clusters are considered one of the steps of industrial development and a step towards the transition to integrated industrial communities. Egypt tended to adopt many strategies to support and encourage small and medium Enterprises, due to their important role in solving the problems of poverty and unemployment. Another aspect is aimed at achieving a competitive advantage for Egyptian products and reducing the risks of competition from the presence of imported similar products in the Egyptian market. In this context, Egypt has established several specialized industrial cities, such as Al Robeki leather city in the 10th of Ramadan city, the furniture city in Damietta, the plastic city in merghem Alexandria, the medicine city in Abu zaabal in Qalyubia, and the gold city in the new administrative capital. This is to increase interdependence and integration within the cluster and increase its effectiveness in achieving economic development. This study was taken from the furniture city in Damietta governorate as an applied study to adopt the strategy of industrial clusters in Egypt to identify the current situation of this cluster and examine the extent of its success in achieving the role for which it was established and whether it achieved the developments required to transform into an integrated industrial community, and it was found that the furniture city stopped in the stage of formation and did not reach the expansion stage. The study recommended the importance of directing the state to financial, economic, financing and marketing policies to support, encourage, develop and assist the institutions involved in the formation of the furniture city and provide a package of supportive mechanisms to complete the furniture city as a phased prelude to the transition to an integrated industrial community for the furniture industry in Damietta by preparing a new investment map. The furniture industry in Damietta is characterized by coordination, cooperation and integration between many policies that work together in a dynamic integrated system without conflict, inconsistency or pluralism.
