المستخلص: خلال عهد الحكومة العسكرية الثانية فيما يعرف (بحكومة 25 مايو 1969م) حيث استطاعت الحكومة بناء تنظيم سياسي (عرف بالاتحاد الاشتراكي السوداني) وكان أنموذجا للحزب الواحد، تكون هذا التنظيم عبر الانتخاب الداخلي من الوحدات الأساسية حتى أعلى هيئة وهي المؤتمر القومي، الذي يناقش دوريا تقارير الأداء التنظيمي للمديريات والذي يحوي مجمل الأداء التنظيمي في التخطيط والتنفيذ والإشراف والمتابعة. كان من ضمن هذه الهيئات التابعة الاتحاد وقدمت تقرير أدائها هيئة (أمانة الاتحاد الاشتراكي السوداني بمديرية البحر الأحمر) وهي أعلى مؤسسة تنظيمية في المديرية ونحاول في هذه الدراسة التعرف على نشاطها في هذه الدورة التنظيمية (1972م- 1974م) المرتبطة بانعقاد المؤتمر القومي الأول للاتحاد الاشتراكي السوداني الذى يعتبر بمثابة الجمعية العامة للتنظيم. ويهدف البحث للحديث عن بناء التنظيم السياسي للاتحاد الاشتراكي بمديرية البحر الأحمر، وكذلك التعرف على ما تحقق من تخطيط تنموي خلال هذه الفترة. وتتمثل مشكلة البحث في محاولة الإجابة على الأسئلة الأتية: كيف تم بناء التنظيم السياسي بمديرية البحر الأحمر وكيف أسهم تنظيم مديرية البحر الأحمر في التخطيط والتنفيذ بمشروعات التنمية بالمديرية؟ وماذا خطط ونفذ من المشروعات في مجال التنمية الاقتصادية والاجتماعية؟ واستخدم الباحث منهج البحث العلمي التأريخي السردي، وتوصل الباحث للعديد من النتائج منها أن البناء السياسي لتنظيم الاتحاد الاشتراكي السوداني شمل مديرية البحر الأحمر في شرق السودان، وأصبحت أمانة المديرية جزءا من المؤتمر القومي للتنظيم الذي يخطط ويراجع الأداء التنظيمي في كل السودان. واستطاع هذا التنظيم الإقليمي ملء الفراغ السياسي في شرق السودان الذي أحدثه حل الأحزاب السياسية من قبل حكومة مايو، حيث أقبل المواطنين لاكتساب العضوية من كل مدن وقرى المديرية مشكلين بذلك الوحدات الأساسية للتنظيم. الذي لعب دورا كبيرا في التخطيط للعديد من المشروعات الاقتصادية بالمديرية في كافة القطاعات التي كانت مواردا مهملة طيلة السنوات السابقة لقيام حكومة مايو. وأوصى الباحث بإعادة دراسة سجل التخطيط الذي قدمه التنظيم ويمثل رؤية واضحة للمشروعات التي تحتاج لها المديرية، وخاصة أنها خططت بواسطة العديد من بيوت الخبرة العامية خاصة في مجال الاستفادة من الموارد المعدنية.

During the era of the second military government in what is known as (the government of May 25, 1969), when the government was able to build a political organization (known as the Sudanese Socialist Union) and it was a model for a single party. The organizational performance of the directorates, which includes the overall organizational performance in planning, implementation, supervision and follow-up. It was among these affiliated bodies of the Union and its performance report was submitted by the Authority (Secretariat of the Sudanese Socialist Union in the Red Sea Directorate) It is the highest organizational institution in the Directorate. In this study, we try to identify its activity in this organizational cycle (1972 AD - 1974 AD) associated with the convening of the first national conference of the Sudanese Socialist Union, which is considered as the general assembly of the organization. The research aims to talk about building the political organization of the Socialist Union in the Red Sea Directorate, as well as to identify what has been achieved of development planning during this period. The research problem is to try to answer the following questions: How was the political organization built in the Red Sea Directorate and how did the organization of the Red Sea Directorate contribute to the planning and implementation of development projects in the Directorate? What are the plans and implemented of projects in the field of economic and social development? The researcher used the method of scientific historical narrative research, and the researcher reached many results, including that the political structure of the Sudanese Socialist Union organization included the Red Sea Directorate in eastern Sudan, and the directorate’s secretariat became part of the national conference of the organization that plans and reviews the organizational performance in all of Sudan. Filling the political vacuum in eastern Sudan created by the dissolution of political parties by the May government, where citizens accepted to acquire membership from all the cities and villages of the directorate, thus forming the basic units of the organization. Who played a major role in planning many economic projects in the Directorate in all sectors that were neglected resources during the years prior to the establishment of the May government. The researcher recommended re-examining the planning record presented by the organization, which represents a clear vision of the projects that the directorate needs, especially as they were planned by many international expert houses, especially in the field of benefiting from mineral resources.
