استأثرت ظاهرة (الإرهاب) العالمي خلال العقد الأخير من القرن العشرين وبداية القرن الحادي والعشرين باهتمام كبير من بلدان العالم المتقدمة والنامية على حد سواء، وذلك نتيجة للأثار السلبية المترتبة على حدوثها في المجتمعات البشرية، حيث ارتبط انتشار هذه الظاهرة بتطور الأحداث الجارية في الساحة السياسية وتعمقها، حتى أضحى مفهوم (الإرهاب) صفة لصيقة لكل حدث سواء كان مخططا له أم لا، إضافة إلى أنه وظف من قبل القوى الدولية لتحقيق مصالح ومآرب سياسية واقتصادية ما كانت لتكون لولا هذا التوظيف. لذلك اختلفت التفسيرات والدوافع التي أدت إلى تنامي ظاهرة الإرهاب بين من يؤكد أن حالات التنافس والصراع الدولي ساعدت في تغذية ونمو ظاهرة الإرهاب، وبين من يدعي أن الإرهاب ظاهرة طبيعية يمكن أن تظهر في أي مجتمع مرتبطة بعوامل مختلفة منها البيئة السياسية والاقتصادية والاجتماعية والدينية والإيديولوجية. إن بحث ودراسة العوامل الخارجية المسببة لظاهر الإرهاب لا تقل أهمية عن العوامل الداخلية كونها تشكل عوامل دافعة لنشوء هذه الظاهرة، ومن هذه الأسباب: الأسباب السياسية، الأسباب الاقتصادية والاجتماعية، الأسباب الثقافية والدينية.
