المستخلص: تناولت الدراسة دور الشركات العسكرية والأمنية الخاصة كفاعل دولي غير حكومي في العلاقات الدولية، لازدياد ظاهرة تعاقد الدول مع الشركات العسكرية والأمنية الخاصة للقيام بمهام مناطة في الأصل بالقوات المسلحة الوطنية في الدول المتعاقدة، وتطرقت الدراسة لكيفية تحول دور الشركات العسكرية والأمنية الخاصة عبر تسليط الضوء ودراسة الأسباب التي تؤدي إلى تطور دور الشركات العسكرية والأمنية الخاصة لمستوى فاعل دولي غير حكومي من فواعل العلاقات الدولية، وتتبعت مراحل تطور هذه الشركات بالتركيز على خصائصها وعلاقتها التبادلية المصلحية بالدول على ثلاثة محاور هي الاقتصاد والسياسة والأمن، وقد اعتمدت الدراسة على المنهج الوصفي التحليلي من خلال القيام بجمع قدر مناسب من البيانات والمعلومات عن عدد من الشركات العسكرية والأمنية الخاصة المنتشرة في العالم وحالات النزاعات التي تدخلت بها، كما اعتمدت على تحليل تلك المعلومات لدور الشركات العسكرية والأمنية الخاصة في النزاعات بين الدول، انتقت الدراسة أهم الشركات العسكرية والأمنية ذات الدور الكبير على النزاعات اتخرطت بها الدول وتحاول المنظمات الدولية حلها، وأظهرت نتائج الدراسة اختلافا في دور الشركات العسكرية والأمنية الخاصة في منظومة العلاقات الدولية كفاعل دولي غير حكومي، ويبرز هذا الدور في المجالات الأمنية والاقتصادية والسياسية، وذلك لامتلاكها عناصر جاذبة للدول تتمثل في خفض التكلفة المالية واختصار الوقت والاحترافية، وأنه قد تأسست علاقة مصلحية تبادلية بين الطرفين تمكن الدول من استخدامها كأداة لإدارة مصالحها في سياستها الخارجية، وأوصى الباحث بإجراء المزيد من الدراسات المستقبلية حول دور هذه الشركات في مجالات أخرى مع ضرورة مراعاة العديد من المتغيرات لإدراجها في البحوث المستقبلية.

The study dealt with the role of private military and security companies as an international non-governmental factor in the international relations, due to the increase in the phenomenon of states contracting with private military and security companies to carry out tasks originally entrusted to the national armed forces in the contracting states. The study touched on how the role of private military and security companies has transformed by shedding light and studying the reasons that lead to the development of the role of private military and security companies to the level of an international non-governmental factor of international relations factors. It traced the stages of development of these companies by focusing on their characteristics and their mutually beneficial relationship with countries on three axes: economy, politics and security. The study relied on the descriptive analytical approach by collecting an appropriate amount of data and information on several private military and security companies scattered around the world and the conflict situations in which they intervened. It also relied on analyzing that information for the role of private military and security companies in interstate conflicts. The study selected the most important military and security companies with a major role in the conflicts in which states are involved, and international organizations are trying to solve them. The results of the study showed a difference in the role of private military and security companies in the international relations system as an international non-governmental factor. This role is prominent in the security, economic and political fields because it has attractive elements for countries represented in reducing financial costs, shortening time and professionalism. A mutually beneficial relationship has been established between the two parties that enable states to use it as a tool to manage their interests in their foreign policy. The researcher recommended conducting more future studies on the role of these companies in other areas, with the need to take into account many variables for inclusion in future research.
