يعتبر محور التنمية المستدامة أهم توجهات نشاط المجتمع المدني بصفة عامة، والجمعيات الأهلية بصفة خاصة في مصر، ففي السنوات الأخيرة بدأ العالم يهتم بفكرة التنمية المستدامة والتي تأخذ في اعتبارها الأبعاد الاقتصادية والاجتماعية والبيئية بدلا من التركيز على الجانب الاقتصادي فقط، ومنذ بداية عام ٢٠١٦ أصبح للتنمية المستدامة إطار واضح يتمثل في أهداف الأمم المتحدة للتنمية المستدامة ٢٠٣٠ والتي تبنتها الأمم المتحدة وبدأت الحكومات ومنظمات المجتمع المدني والقطاع الخاص في تطوير استراتيجية وطنية لتحقيق التنمية المستدامة. تركز رؤية مصر ٢٠٣٠ على الارتقاء بجودة حياة المواطن المصري وتحسين مستوى معيشته في مختلف نواحي الحياة، وقد أعلنت القيادة السياسية أن عام ٢٠٢٢ هو عام للمجتمع المدني، ويعتبر القضاء على الفقر هو الهدف الذي يتصدر بامتياز أهداف برنامج التنمية المستدامة ٢٠٣٠، وهي تنمية طويلة الأمد مشكلة البحث حيث تأخذ بعين الاعتبار حقوق الأجيال القادمة في موارد الأرض. مشكلة البحث: وتكمن المشكلة الرئيسية التي يعالجها البحث في عدم قدرة الدولة متمثلة في القطاع الحكومي في تلبية حاجات المجتمع والقضاء على الفقر، وبالتالي لابد من إشراك القطاع الثالث متمثلا في منظمات المجتمع المدني بجانب القطاعين العام والخاص، حيث إن هذه القطاعات يكمل بعضها البعض في إحداث التنمية المستدامة ومكافحة الفقر. أهداف البحث: تهدف هذه الدراسة إلى ضرورة تفعيل دور القطاع الثالث متمثلا في منظمات المجتمع المدني لإحداث تنمية مستدامة لمكافحة الفقر، وتعديل المنظور المتداول لتلك المنظمات على أنها منظمات إغاثة ورعاية إلى إبراز الدور التنموي لتلك المنظمات، حيث يمكن استخدام التمويل الذاتي لها من خلال أموال التبرعات والزكاة والوقف في عمل تنمية اقتصادية في المجتمع، وبالتالي إحداث تنمية مستدامة تستفيد منها كل الأجيال. ويتناول هذا البحث دور منظمات المجتمع المدني في مكافحة الفقر وتحقيق التنمية المستدامة " رؤية مصر ٢٠٢٠ -٢٠٣٠ "من خلال ثلاث مباحث: المبحث الأول: التمويل الذاتي لمنظمات المجتمع المدني في مجال الفقر لتحقيق أهداف التنمية المستدامة، المبحث الثاني: دور منظمات المجتمع المدني في تفعيل التخطيط بالمشاركة في مجال الفقر لتحقيق التنمية المستدامة، المبحث الثالث: التحليل التطبيقي لدور منظمات المجتمع المدني في مكافحة الفقر من أجل التنمية المستدامة.
The axis of sustainable development is considered the primary focus of civil society activity in Egypt, emphasizing economic, social, and environmental dimensions rather than solely economic aspects. In recent years, global attention has shifted towards the concept of sustainable development. The United Nations Sustainable Development Goals 2030, adopted by the international community, provide a clear framework for this approach. Governments, civil society organizations, and the private sector worldwide have begun developing national strategies to achieve sustainable development. Egypt Vision 2030 aligns with this global perspective, aiming to enhance the quality of life and elevate the standard of living for Egyptian citizens across various aspects. The political leadership has designated the year 2022 as the Year of Civil Society. Eradicating poverty is a paramount goal within the 2030 Sustainable Development Programme, addressing a long-term developmental challenge that acknowledges the rights of future generations to the Earth's resources. Research Problem: The primary issue addressed in this research is the incapacity of the state, represented by the government sector, to fulfill societal needs and eradicate poverty. Consequently, the involvement of the third sector, embodied by civil society organizations, becomes imperative alongside the public and private sectors. These sectors complement each other to instigate sustainable development and counteract poverty. Research Aims: This study seeks to activate the role of the third sector, exemplified by civil society organizations, in fostering sustainable development to combat poverty. It aims to reshape the conventional view of these organizations as primarily relief and care entities, emphasizing their developmental role. The utilization of self-financing methods, including donations, zakat, and endowment funds, is proposed to instigate economic development in society, thereby fostering sustainable development beneficial for all generations. This research delves into the role of civil society organizations in addressing poverty and realizing sustainable development as outlined in "Egypt Vision 2020-2030" through three sections: The first section is the Self-financing of civil society organizations in the poverty alleviation domain to achieve sustainable development goals. The second section is the role of civil society organizations in catalyzing participatory planning in poverty alleviation for sustainable development.
