هدفت الدراسة إلى معرفة درجة حدة معوقات تطبيق إعادة هندسة العمليات الإدارية في الإدارة العامة للتربية والتعليم محافظة عدن، وكذلك هدفت إلى معرفة تأثير بعض المتغيرات (النوع، الوظيفة، سنوات الخبرة) في أفراد عينة الدراسة لتقديراتهم على درجة حدة معوقات تطبيق إعادة هندسة العمليات الإدارية في الإدارة العامة للتربية والتعليم محافظة عدن، واستخدم استخدام المنهج الوصفي التحليلي، وعدت استبانة من (40) فقرة بعد التحكيم، موزعة على أربعة مجالات للمعوقات وهي؛ المعوقات (الإدارية، والبشرية، والمالية، والتقنية)، وزعت الاستبانة على عينة عشوائية عددها (60) من الموظفين الإداريين، ما بين رئيس شعبة، ومدير إدارة، ورئيس قسم في الإدارة العامة لمكتب التربية م/ عدن، وكان عدد الاستبانات الصالحة منها (47)، وعولجت البيانات إحصائيا باستخدام الرزمة الإحصائية (SPSS)، وتوصل البحث إلى النتائج الآتية: أولا: أن مستوى درجة حدة معوقات تطبيق إعادة الهندسة الإدارية في الإدارة العامة للتربية والتعليم محافظة عدن، جاءت عالية في كل المعوقات المجالات التقنية والإدارية والمالية والبشرية وقد بلغ المتوسط الحسابي العام لجميع المعوقات (3.70). ثانيا: لا توجد فروق ذات دلالة إحصائية في المجالات جميعها لدرجة حدة معوقات هندسة العمليات تعزى إلى متغير الخبرة أو متغير النوع، كذلك لا توجد فروق ذات دلالة إحصائية في مجالي المعوقات البشرية والإدارية. تعزى إلى متغير الوظيفة، بينما توجد فروق ذات دلالة إحصائية في مجالي المعوقات التقنية والمالية، تعزى لمتغير الوظيفة لصالح مدير الإدارة. وأسفرت الدراسة عن مجموعة من التوصيات، أهمها: وضع ميزانية مالية موجهة لتطبق إعادة هندسة العمليات الإدارية في الإدارة العامة للتربية في محافظة عدن، وإقامة دورات تدريبية مكثفة؛ لتعزيز مفهوم إعادة هندسة العمليات الإدارية، ومعرفة كيفية تطبيقه.
This research paper aimed at identifying the degree of the difficulties of applying re-engineering of administrative processes in the General Directorate of Education-Aden Governorate and the impact of some variables (gender, job (position) and years of experience) for the study sample. The descriptive analytical research design was followed in this study. A questionnaire of (40) items with four sections, namely: (administrative difficulties, human difficulties, financial difficulties and technical difficulties was distributed to a random sample of (60) administrative employees including heads of a units, directors of directorates and heads of departments in the General Directorate of Education-Aden Governorate. Only (47) questionnaires were complete which were analyzed statistically using the (SPSS). Based on the analysis, the study found the following results: First: The level of the degree of the difficulties of applying reengineering of administrative processes in the General Directorate of Education-Aden Governorate was high in all technical, administrative, financial and human difficulties with a mean (3.70). Second: There are no statistically significant differences in all sections of the degree of re-engineering process attributed to the variable of experience or gender. There are no statistically significant differences in the human and administrative difficulties attributed to the job (position) variable. There are statistically significant differences in the technical and financial difficulties attributable to the job (position) variable in favor of the director of the directorate. The study concluded with recommendations. The most important are: setting a financial budget directed to apply the re-engineering of administrative processes in the General Directorate of Education- Aden Governorate, and holding intensive training courses to enhance the concept of re-engineering of administrative processes, and know how to apply it.
