المستخلص: في سياق إصدار العدد 100 منها، عقدت مجلة دراسات شرق أوسطية في مركز دراسات الشرق الأوسط-الأردن ندوة بعنوان "دور المجلات العلمية المحكمة ومراكز الأبحاث العربية في دعم صناعة القرار وثراء الفكر في العالم العربي"، وناقشت ثلاثة محاور: أهمية مراكز الأبحاث والمجلات والدراسات العلمية في دعم صناعة القرار وثراء المعرفة والفكر العربي، والتحديات التي تواجه مراكز الأبحاث والدراسات في العالم العربي، ومتطلبات نجاح دور المراكز البحثية والمجلات العلمية في دعم صناعة القرار وثراء الفكر العربي. وقد أكدت الندوة على أنه من مؤشرات أهمية المراكز البحثية والمجلات العلمية ما نشهده من أثرها في بناء الوعي العربي الجمعي، وخاصة تجاه القضايا العربية المشتركة، لكنها في الوقت ذاته تعاني من إشكالية التشبيك بينها وبين القيادات السياسية وصناع القرار. وناقشت الندوة بالتحديات التي تواجهها مراكز الأبحاث في العالم العربي، حيث أشارت إلى ضعف مخصصات الدول العربية لدعم البحث العلمي، وبالتالي صعوبة تأمين مصادر الدعم اللازمة لها لتحقيق دورها وأثرها الإيجابي في صناعة القرار وفي ثراء الفكر العربي، إضافة إلى تحدي استقطاب الكفاءات العلمية، وبالتالي نشر مواد علمية دون المستوى المعقول علميا ومنهجيا وفنيا، كما يشكل نأي أصحاب القرار العربي عن الأخذ بتوصيات وأوراق المراكز البحثية والخبراء فيها تحديا آخر. وقدمت الندوة توصيات يمكن أن تساهم في تحقيق الدور المطلوب للمراكز البحثية، منها: ضرورة انطلاق فلسفة المراكز ورؤاها دوما من المصالح الوطنية والقومية العليا، والاستمرارية والديمومة في العملية البحثية ومواكبة الأحداث ودراسة التحولات، وتعزيز شبكات الباحثين والخبراء، والقرب من صناع القرار، وتأمين التمويل البحثي اللازم مع ضمان الاستقلالية للمراكز وعدم فرض أجندة عليها، إضافة إلى ضرورة بناء قنوات التواصل اللازمة بين المراكز البحثية وصناع القرار والقيادة السياسية، الأمر الذي يؤسس لحالة من الثقة وربما الشراكة في صناعة القرار.

In the context of issuing the 100th issue of the Middle Eastern Studies Journal (MESJ), The Middle East Studies Center (MESC) in Jordan held a symposium entitled "The Role of Peer reviewed Journals and Research Centers in Supporting Decision-Making Process in the Arab World". Many fellow researchers and academics from Jordan, Egypt, and Lebanon participated. The symposium was devoted to discussing three axes: 1-The importance of research centers, journals, and scientific studies in supporting the decision-making process. 2-The challenges facing research centers in the Arab world 3-The requirements for the success of the role of research centers and peer-reviewed journals in supporting the decision-making process. The participants emphasized the essential indicators of the importance of research centers and peer-reviewed journals as the impact on building collective Arab awareness, especially towards common Arab issues. However, at the same time, the Arab environment still suffers from a political problem related to the singling out of political leaders and decision-makers in governance and decision-making process far from what is provided and produced by research centers and journals. Regarding the challenges faced by research centers in the Arab world, the participants pointed to many challenges, the most important of which are: the weak allocations of Arab countries to support scientific research and thus the difficulty of securing the necessary sources of support for them to achieve their role and positive impact in decision-making and the richness of Arab thought, in addition to the challenge of attracting scientific competencies, and consequently publishing scientific materials that are below the reasonable scientific, methodological and technical level. Furthermore, the Arab decision-makers disassociation from adopting the recommendations of research centers and experts in them constitutes another challenge. The participants concluded a set of recommendations expected to contribute to achieving the critical role of research centers. These recommendations include the necessity of launching the centers' philosophy and visions always from the highest national interests, the continuity, and permanence in the research process, keeping pace with events, and studying transformations. It also recommended strengthening networks of researchers and experts, proximity to decision-makers, securing the necessary research funding while ensuring the independence of the centers and not imposing an agenda on them, in addition to the need to build the necessary channels of communication between research centers, decision-makers, and political leadership, which establishes a state of trust and perhaps partnership in decision-making.
