المستخلص: إن الاستخدامات النووية ولإشعاعية قد تم رقابتها وفقا لقواعد وطنية تمثلت في عدة اتجاهات سواء بتشريع الأنظمة واللوائح الوطنية التي تكفل وضع تلك الاستخدامات في إطارها الصحيح أو تخصيص جهات معينة تضطلع بالعمل الرقابي على تلك الاستخدامات، والتأكد من أنها تجري وفقا لتلك القوانين والأنظمة. كما هذه الاستخدامات لقيت اهتماما دوليا من قبل المجتمع الدولي، خاصة بعد الإحداث التي شهدها العالم جراء تلك الاستخدامات حتى في شقها السلمي، وتجلى ذلك الاهتمام من خلال وضع قواعد دولية سبق وأن وقفنا عليها من خلال وضع المعاهدات الدولية التي تكفل الاستخدام السلمي لتلك الأنشطة النووية، وتخصيص جهات دولية تمتلك صلاحيات واسعة في هذه المجال، ويكون مهامها كما بينا الدور الرقابي على الاستخدامات النووية والإشعاعية في كافة أنحاء العالم. وأمام ما تقدم من عرض لتلك القواعد، فأنه لابد من الوقوف على أهم الآليات التي تضع تلك القواعد الدولية والوطنية على حد سواء في موضوع التطبيق العملي لهذه الاستخدامات النووية والإشعاعية، وإجراء مقارنة سريعة بين هذه الآليات سواء في المجال الوطني أو الدولي من خلال عرضنا لهذه المطالب: المطلب الأول: آليات الرقابة لتطبيق قواعد القانون الدولي في الاستخدامات النووية والإشعاعية. المطلب الثاني: آليات الرقابة لتطبيق النظام السعودي في الاستخدامات النووية والإشعاعية. المطلب الثالث: مقارنة آليات الرقابة لتطبيق قواعد القانون الدولي والنظام السعودي في الاستخدامات النووية والإشعاعية.

Oversight mechanisms for applying the rules of international law and the Saudi regime in nuclear and radiological uses. We have previously stated that nuclear and radiological uses have been controlled in accordance with national rules represented in several directions, whether by enacting national laws and regulations that ensure that these uses are placed in their proper framework or allocating certain bodies to undertake the supervisory work on those uses, and ensuring that they are conducted in accordance with those laws and regulations. These uses also received international attention from the international community, especially after the events that the world witnessed as a result of those uses, even in their peaceful aspect. This interest was manifested through the formulation of international rules that we had previously seen through the development of international treaties that guarantee the peaceful use of those nuclear activities, Allocating international bodies with wide powers in this field, and their tasks, as we have shown, are the supervisory role over nuclear and radiological uses in all parts of the world. In view of the aforementioned presentation of these rules, it is necessary to stand on the most important mechanisms that set those international and national rules alike in the matter of the practical application of these nuclear and radiological uses, and to make a quick comparison between these mechanisms, whether in the national or international sphere through our presentation of these demands: The first requirement: control mechanisms for the application of the rules of international law in nuclear and radiological uses. The second requirement: Oversight mechanisms to implement the Saudi regime in nuclear and radiological uses. The third pit: a comparison of control mechanisms for the application of the rules of international law and the Saudi regime in nuclear and radiological uses.
